In this leadership role, you'll manage vital clinical procurement relationships, lead the Clinical Procurement Group, and represent the department in key meetings. Strong persuasion skills are vital for engaging stakeholders and conducting staff training. You'll also participate in regional and national procurement events, building connections with NHS Supply Chain and local providers, and collaborating with the wider finance and procurement department.

Your responsibilities include visible leadership, resource oversight, and strategic planning. Emphasis is on stakeholder collaboration to evaluate services and devices. Service delivery and development require continuous improvement and performance management. Governance ensures high customer service standards and staff training compliance.

You'll lead in developing crucial clinical procurement relationships, providing leadership, stakeholder engagement, and service delivery. Responsibilities include staff training oversight, promoting learning, and ensuring HR policy compliance. This role demands strong leadership, communication, and collaboration skills, with a focus on delivering quality patient services while optimizing value for money.

Main duties of the job

As a key member of the Procurement and Supplies Senior Management Team the role is to design, lead and manage the interface between the clinical and procurement functions and thereby drives change, innovative procurement practice and contract compliance to drive down costs and improve patient care.

Provides clinical support leadership and advice to the procurement team and liaises with colleagues at all levels in the development of annual and strategic plans to ensure compliance in the use of agreed standardised products, ensuring the range of items within catalogues is rationalised to an optimum level.

Leads a collaborative approach with Suppliers and Product Evaluation Groups to access and change products to support the delivery of the Trust's Green Plan and Cost Improvement Plan

Engages with clinical staff to secure commitment to Procurement strategy and compliance with contracts whilst demonstrating the importance and effectiveness of good category management to clinicians. Identifies clinical champions and supports them as well as undertakes development activity to improve their own professional expertise.

Job responsibilities


The main working relationships for the post holder will be required to develop and maintain are:
  • Lead the Clinical Procurement Group
  • Represent Clinical Procurement at Infection Prevention meetings and EPRR
  • Attend Green Groups and Clinical Management Groups Best Value Groups and Cost Improvement Programme meetings.
  • Liaise with procurement category teams.
  • Present to suppliers at Suppliers Briefing Sessions, e.g., Outlining broad client requirements prior to formal launch of defined projects.
  • Persuade and influence end users, clinicians, and other members of staff of the benefits of participating in procurement exercises, and consequently, there is a need to have highly developed persuasion and influencing skills.
  • Participate in staff training and training of end users in procurement process and demand management at Trust level.
  • Represent the Trust at Regional and National procurement events such as Clinical Procurement Specialists Network and the Midlands Clinical Procurement & Sustainability Group (CPSG)
  • Build a strong working relationship with NHS Supply Chain
  • Develop collaborations with local Acute Providers
  • To ensure key relationships with the wider Finance and Procurement department Materials Management, Support Buyers, and Accounts Payable.
  • Working and advising Senior Category Managers to develop and deliver Category Strategies in areas of expertise.
  • Develop a strong working relationship and collaborative approach with the Trusts Head of Sustainability to identify and lead on opportunities to support the delivery of the Trusts Green Plan for clinical products and consumables.
  • Working with Clinicians and Managers to produce specification and evaluation criteria in relation to quality, sustainability, and cost.
  • Liaise with all internal colleagues, as appropriate, to meet customer needs.
To provide strong visible leadership as part of the Procurement and Supplies Senior Management Team and have an overview of the resources, skills, and succession plans within the department as the lead manager for the Procurement Clinical Advisor Team.

In conjunction with the Senior Team, lead the preparation of the strategic direction and plans.

Ensure that all staff in the specific areas are clear about what is expected of them, (via the Appraisal and Performance Management processes), and are working together in successful teams to deliver high quality patient services and communicates regularly with peers and others and challenges inappropriate behaviour whilst demonstrating an inclusive and collaborative behaviour in day-to-day activity.

Lead on the implementation of new Trust-wide policies and to co-ordinate the development of policy and service development within the scope of the role that may impact the whole organisation and as required to prepare and present papers at various levels within the Trust.
Stakeholder Engagement
As a key member of the Procurement and Supplies team to work close working with category leads, the supplies team and the wider Trust to ensure:
  • A robust management and evaluation and assessment of clinical devices, consumables and services is in place whilst considering clinical need and preference and evidencing the benefits and value for money initiatives.
  • Coordination and documentation of clinical trials and assessments.
  • Product selection decisions provide evidenced outcomes.
  • A clear management process between the team and clinicians
  • Support to the Category Managers in the delivery of their category objectives and Procurement Category Strategies.
  • The new product request process ensuring objective rationale is applied to clinical governance and value for money issues.
  • To procure products that support the Trusts Green Plan
Service Delivery & Development
Responsible for the preparation of strategic development plans for the Service, which anticipate future needs, for approval by the Senior Team.

To plan and implement a programme of continuous and evidence-based improvement in all aspects of performance to ensure the service is high quality, efficient, effective and patient-focused.

To ensure the procurement clinical advisory team meet their Key Performance Indicators and provide a best in class service to the Trust.

The post holder will be responsible for service redesign and service improvement within the Department.

To be responsible for co-ordinating and driving various departmental, corporate, and cross-cutting programmes of work and projects as required.
Performance Management
As agreed with the Senior Team, to ensure that specific performance measures are met according to set objectives supported by a management regime to deliver continuous improvement.

To track, monitor, report and drive the performance of the department against its key measures within the team and reporting will be up to Board level as required.
To ensure that compliance, governance and risk management are seen to be everyones responsibility and adhered to.

Have in place a robust clinical governance process for New Products into the Trust to ensure they are of the appropriate quality including the monitoring and reporting of non-compliance to the processes.
Customer Service
Ensure that customer service is delivered to a high standard and that the professional resources are managed effectively for the benefit of the patient.
Education and Training
To ensure as part of the Senior Management Team:
  • The review of specific specialty areas of the workforce on an on-going basis to ensure it has the right numbers and the right level of knowledge, skill and expertise to deliver services in the most effective and efficient way.
  • To lead, motivate and develop staff.
  • That help is given to ensure that all staff in specific service areas of the Department are aware of the Trusts values and understand that they are expected to work to them.

Training & Qualifications


  • Current Registration with NMC/ Allied Health Professional equivalent
  • Has expert knowledge of complex clinical treatments to enable post holder to work across a number of specialties.
  • Possess Management or Leadership qualification or equivalent.

  • Working towards a Master's degree or equivalent
  • Prince 2 project management qualification or equivalent
