Following an initial two-year period of joint working between Dorset Healthcare University NHS Trust (DHC) and Dorset County NHS Foundation Trust (DCH) as part of their Working Together Programme (WTP), the Boards of both trusts approved a move to develop the current collaborative approach to establish a Federated Model of collaboration.
Aims of this approach include improving quality of care and population health for patients, and providing a better experience, including new development opportunities, for staff.
In response to the collaboration between the two trusts, a number of joint appointments at executive level have been made, including a Joint Executive Director of Corporate Affairs. Each Trust will remain as a separate statutory organisation working within the federated model.
In response to the significant scope of responsibility across two NHS Trusts, the Joint Executive Director of Corporate Affairs will be supported by a Deputy Director of Corporate Affairs, working across both Trusts. Below this is a team structure that supports reflects both the sovereignty of each organisation and the 'Working Together Programme'.
This is an exciting time to be joining the organisations as we seek to develop and align the governance framework across both organisations and to also reflect our place within the Dorset Integrated Care System.

Main duties of the job
- Supporting the Director of Corporate Affairs to ensure compliance with the requirements of the Health and Social Care Act, the NHS Code of Governance, the NHS Provider Licence and the CQC Well led Framework and other regulatory and statutory requirements.
- Developing and implementing governance policies and procedures for DCH and DHC and to advise the board of directors and the council of governors on developments in Governance issues including the implications of system-wide governance policies and procedures.
- Supporting the Director of Corporate Affairs in their tasks and responsibilities as Company Secretary leading and managing the Trust's Secretariat and acting as support to the Director of Corporate Affairs in the development and implementation of robust risk, performance management and assurance frameworks.
- Support the development and maintenance of the Board Assurance Framework.
- Ensure arrangements are in place for the selection of the Chair and non-executive directors, and for their appointment by the council of governors.
- Establish, in conjunction with the Chair and the Chief Executive, suitable arrangements for the evaluation of the effectiveness of the board of directors and the council of governors, including, as appropriate, the induction, training and appraisal of directors and governors.

- Degree level qualification or equivalent knowledge and experience Qualifications relating to one of the following: oChartered Governance Institute Qualification or Qualifying Law Degree (LLB). oMembership of the Institute of Chartered Secretaries and Administrators (ICSA). oPost-graduate management qualification Or significant additional training or experience in relevant technical and professional matters.
