The Head of ICS Procurement will work across the ICS to lead on collaborative strategy and drive forward the ICS Procurement Programme. They will be a recognised procurement professional to provide advice and support to all ICS organisations.

This role takes responsibility for implementing the commercial vision set nationally and across the ICS to ensure the success of collaborative procurement in South Yorkshire that meets objectives and efficiencies. The Head of ICS Procurement will also line manage the ICS procurement team and will deputise for the ICS Procurement Director at National, Regional and ICS Meetings as required.

The Head of ICS Procurement will lead on the strategy, planning and reporting of workstreams, working in such a way that fully complies with the Trusts & ICS reporting timescales and governance arrangements.

Successful candidates will be able to act on their own initiative, demonstrate sound judgement, have strong programme management and stakeholder management skills and have a demonstrable track record of leading or playing a significant role in the delivery of complex management projects or programmes and ideally have some procurementknowledge.

Candidates will have strong analytical and problem-solving capabilities with the ability to carry out analysis on complex procurement activity and issues making informed recommendations.

Main duties of the job

Assist the ICS Procurement Director in development of the collaborative procurement strategy.

Develop the ICS Procurement strategic roadmap ensuring alignment to the national procurement agenda.

Develop the ICS wide procurement workplan through effective engagement with ICS stakeholders and detailed analytics.

Engage with stakeholders across the ICS including CEO and executive sponsors.

Carry out detailed analysis on complex procurement activity and issues making informed recommendations.

Provide professional procurement advice to all stakeholders in the ICS at all levels.

Develop the strategic plan for the delivery of the NHSE Central Commercial Function recommendations ensuring they are embedded across South Yorkshire.

Develop the appropriate papers for the relevant boards and groups within the ICS, NHSEI and the Trust.

Deliver collaborative efficiency opportunities and report to senior stakeholders and Executives.

Provide programme management leadership and expertise to the allocated Workstream.

Support the development of project plans for the workstream leads.

Develop procurement policy and service development ensuring the standardisation of processes takes place across the ICS to improve efficiency.

Setting up and maintaining project groups deemed necessary to support delivery of the required Workstream outputs.

To plan, attend and chair meetings/work groups related to the Programme. Initiate and participate in relevant local, regional and national meetings as required.

Education and Qualifications

Essential

  • Degree level qualification or equivalent experience
  • Masters level qualifaction or equivalent experience
  • Membership of CIPS or working towards with equivalent experience
  • Evidence of CPD


Desirable

  • Project/ Programme Management qualification eg. PRINCE 2, MSP or equivalent experience


Skills and Knowledge

  • Highly developed influencing skills with the ability to present to and engage a wide range of stakeholders in ideas and proposals.
