This new post offers the opportunity for a dynamic individual with a passion for workforce development to work closely with the Chief AHP, AHP Leads and Senior Nurse for Workforce Development and Education to provide support for the AHP workforce at UHNM and to realise the opportunities this workforce can bring to patient care.

The Senior AHP for Workforce Development and Education will be responsible for supporting the development, implementation and evaluation of workforce planning and workforce development strategies, education and continuing professional development for Allied Health Professionals. They will lead on the implementation of strategic approaches to practice development, promoting sharing of best practice and an organisational culture of learning and excellence. They will support the Chief AHP and work closely with the Lead Nurse for Workforce Development and Education and the Assistant Director of Nursing for Workforce, Education and Professional Development on the development and implementation of the AHP Strategy.

Main duties of the job

Key Areas/Tasks

Develop and Lead the Workforce Training and Education Team providing a Trust wide approach to this including programmes of work such as preceptorship, apprenticeships, international recruitment, workforce and career development and student placements.

Represent UHNM and SSOT regarding Workforce Training and Education programmes of work.

Support the implementation of a Trust wide inclusive talent management strategy for AHPs, aligned and integrated with the AHP Strategy and trust workforce and talent management strategies.

Lead the development of appropriate learning environments and improving AHP staff, student and learner experience across the Trust for both pre-reg and Trust staff. They will contribute to effective communication and working relationships between the trust, ICS partners and educational programme providers as required.

Support and contribute to establishing systems that support AHP Professional and Operational Leads with the planning and delivery of workforce transformation, recruitment, workforce and talent development.

Undertake projects to support the Trust's objective to achieve Operational Excellence, leading AHP Workforce Development and Education within CeNREE.

Act as a catalyst of change for practice and service development, challenging and redefining professional and organisational boundaries.

Leadership

In partnership with the Chief AHP and AHP leads in corporate departments and Divisions, contribute to the formulation, implementation and evaluation of the Trust AHP Strategy and communication of a compelling vision for the future

Support the strategic development of excellence in the practice learning environment and improving AHP students, newly qualified AHPs and learner experience. Support and inform Trust Leadership for Undergraduate and Post Graduate AHP education programmes acting on sources of information such as the NETS survey and student feedback.

Support the implementation of Trust wide support mechanisms available to the AHP workforce within clinical areas to enable structured reflection and leadership development, including clinical supervision, action learning, supportive networks, mentoring and coaching, and, in collaboration with Divisional Nurses and senior AHPs, actively promote encourage staff to encourage staff to participate.

Coordinate the development and delivery of an annual programme and plan for AHP workforce recruitment and retention.

Provide AHP advice and expertise in the development of the Trusts workforce plan to ensure continuity of high quality care and inclusion of education and training needs.

Produce and contribute to papers relating to safe and effective staffing and workforce key indicators.

Act as a Trust wide professional resource, responsible and accountable to provide Trust wide expert advice concerning professional development, education and workforce related issues in the AHPs.

To develop the necessary infrastructure and environment to enable successful AHP HCPC registration across the organisation.

The post holder will be required to communicate and provide highly complex information about education quality assurance systems, Trust wide projects, initiatives and services to a wide range of internal and external stakeholders in a formal setting.

Pro-actively lead the decision-making process, collecting and analysing information in order to make effective decisions in complex situations.

Provide line management, mentorship, advice and development support to the AHP development team

Support the development of AHP workforce leadership potential through leading the delivery of Clinical Leadership programmes for AHPs and action learning.

Support the collaborative culture of sharing best practice across Divisions and organisational boundaries to ensure achievement of Trust and AHP objectives, particularly safe, compassionate patient care.

Be an active member of the relevant NMAHP Forums working to clear objectives aligned to AHP strategy.

Provide strong visible clinical leadership both within the Trust and externally to promote the professional reputation of the Trust. Maintain professional competence, authority and credibility, actively seeking feedback about the quality of AHP services, including regular review of RCAs and near misses to promote a Just and Learning Culture.

Represent the Chief AHP and AHP Leads as required.

Communication

Work across organisational and professional boundaries, to build effective inter professional networks for education, practice development and workforce transformation, to facilitate effective sharing of best practice to improve patient care.

Work in collaboration with multi-disciplinary professional leads to ensure effective communication and a co-ordinated approach to the development of educational programmes, mandatory training and leadership development programmes for AHPs across the Trust.

Build and develop mechanisms for enhancing staff engagement and communication across the Trust, through facilitating time out days, developing intranet, internet and other means of social media.

Provide expert AHP leadership and represent the Trust at local, regional and national level in related programmes of work

Develop relationships and partnerships externally to foster collaboration and generate income.

Ensure good practice is rapidly shared across the Trust where appropriate.

Develop close working partnership with practice learning leads in HEIs to ensure systems are established, implemented and monitored to encourage timely escalation and action to resolve any patient safety concerns and fitness to practice issues.

Managerial

Manage resources to deliver on agreed AHP objectives as agreed with the Chief AHP.

Be responsible for the management of staff within the AHP office / development team, deploying resources, manpower and non-pay efficiently to facilitate delivery of agreed objectives.

Provide senior leadership and support the strategic planning of cross organisational AHP projects as required, identifying interdependencies across projects/functions, potential impacts on wider organisation, resource requirements and building in contingency and adjustments as necessary

Support the Divisional & Service AHP Leads and Human Resources to facilitate workforce plans aligned with training and educational needs to meet needs of service redesign and quality standards.

Maintain systems for the collection and analysis of information required to monitor and evaluate education, training and workforce transformation initiatives and Trust wide projects as required. Manage workload, resources, equipment and supplies and related financial information.

Support the development and implementation of quality assurance systems for AHP practice learning and clinical education to ensure compliance with the agreed learning and development agreements for students/learners.

Enhance the performance and capability of others through formal and informal interactions.

Ensure compliance with statutory requirements and standing financial instructions.

Ensure compliance with health and safety standards and develop and sustain a proactive culture which ensures health and safety is always a high priority.

Support the implementation of policy across the Trust / Divisions as required.

Support the development of policies and procedures in the area of AHP education including briefings, commissioning, business and resources.

Work with the senior AHP team to ensure a programme of audit is in place to assure that key policies and practices are being implemented appropriately to meet or exceed CQC regulatory stands and other professional specific standards, eg HCPC.

Support the Chief AHP in the monitoring of CPD funding and it allocation across the Trust. Be responsible for the budget for your areas of responsibility.

Ensure that systems are in place to maintain a safe working environment across the department and monitor compliance with Health and Safety legislation in line with the Trust Health and Safety Policy and Human Resource policies.

Education and Practice Development

Actively engage in and support the development, introduction and on going evaluation of the Trust wide Education and Learning Strategy.

Support the alignment of clinical practice development and education with both the Divisions and Trusts strategic objectives.

Work with Divisional and Service AHP Leads and senior AHPs to ensure new roles are developed within a professional regulatory framework and are underpinned by appropriate policies, protocols and educational preparation.

Support the monitoring of the Trusts information system that holds information on clinical placements, induction and rotation programmes for AHP staff, including for newly qualified/appointed Internationally Recruited AHP staff.

Support the development and introduction of career pathways for non-medical AHP educators across the organisation to enhance education delivery and sustainability of the clinical education workforce for the future.

Work with the Divisions to ensure appropriate provision of education that meets the needs of staff and their care groups, in line with the Trusts education strategies.

Support the effective commissioning of appropriate Continuing Practice & Personal Development (CPPD) educational programmes and individual and organisation workforce development programmes .

Work with the Lead Advanced Clinical Practitioner and develop the educational support to develop new roles and ways of working and advanced AHP clinical practice, to ensure that an appropriate educational and support framework is in place to assist with this.

To support the development of the Trusts provision for internal accredited educational programmes and activities to support the aims of the Chief AHP Strategy.

Maintain effective working relationships with other provider organisations to better inform education commissioning and to promote excellence, value for money and sustainability of education provision for the Trust.

Maintain effective working relationships with medical, nursing and midwifery education leads to effectively enable opportunities for on-going development of inter-professional education and learning.

Support the on-going development of a career development framework for AHPs and the AHP Offer, to include a career pathway from work experience to advanced and consultant level practice.

To support the development and review of strategies to ensure capacity and quality placements for students and learners across all Divisions (including apprentices).

To ensure the provision of a system to support and advise mentors and managers in practice, specifically in relation to cases where there are concerns relating to student or mentor competence and capability or escalation of patient safety concerns.

Maintain effective links with universities, other education providers and the Trusts learning and Development Department to influence education provision and ensure that the education and training needs of AHP staff are addressed.

Essential

  • AHP qualification with eligibility for HCPC registration
  • HCPC registered
  • Evidence of higher level study at Masters level/ working knowledge and experience at an equivalent level
  • Experience/ qualification in service and workforce development
