The Chief Pharmacist is accountable for the safe and effective use of medicines across all Trust services.

The Chief Pharmacist is responsible for:
  • The Trust corporate functions of the Chief Pharmacist
  • Safe Use of Medicines
  • Controlled Drugs and is the Accountable Officer for Controlled Drugs (Supervision of Management and Use) Regulations 2013 (SI (2013/373)
  • Professional standards for pharmacists and pharmacy technicians
  • Non-medical Prescribers
  • Safe Use of Medical Gases
  • Establishment of Trust Formulary
  • Medicines Optimisation
  • Medicines Governance structures and processes
  • Medicines Safety
  • Antimicrobial Stewardship
  • Pharmacy Green plan
  • Radiopharmacy manufacturing
  • The strategic leadership, development, and implementation of medicines management & pharmacy services within the Trust


Main duties of the job

The post holder is the professional head of service for pharmacy, holding corporate accountability for compliance with legislative, professional, and ethical requirements, including clinical governance for all aspects of pharmacy.

Provides expert advice to the Trust Board on how pharmacy services should be developed.

Responsibility for strategic planning, policy, and the safe, timely and cost- effective delivery of patient focused pharmacy services.

Responsible for workforce and financial resources available within the department.

Responsible for the planning and delivery of medicines management related topics specified in the Trust corporate objectives.

Provides expert pharmaceutical advice to professional leads for medicine, nursing and midwifery and senior managers of the Trust and at all levels within the organisation.

Ensure that systems and processes are robust by effectively using the Trust multi-disciplinary committee structures.

Budget holder for the Trust drug expenditure with responsibility for ensuring the most appropriate, best value use of medicines and control of drug expenditure.

Works collaboratively, providing strategic direction to support the design, development and implementation of innovative medicines management services across the integrated care organisation.

Engages with partner organisations on the development of the medicines management agenda across the North East and North Cumbria

Standard Check: �18 + Administration cost of �3.85 = �21.85. Deducted at �6.85 from 1st month salary and �5 deducted from salary over following 3 months.

Enhanced Check: �38 + administration cost of �3.90 = �41.90. Deducted at �11.90 from 1st month salary and �10 deducted from salary over following 3 months.

Person Specification

Qualifications

Essential

  • Vocational Master's Degree in Pharmacy Pre-Registration training and experience
  • Registered with (or expecting to register) with the General Pharmaceutical Council
  • Evidence of ongoing professional development
  • pre-registration training and experience (1 year)
  • Post-graduate qualification relevant to hospital pharmacy practice (or equivalent experience)
  • Management/leadership qualification relevant to the NHS (or equivalent experience
  • Significant specialist post registration knowledge/experience within the hospital pharmacy environment acquired through diploma level training and further specialist/management knowledge in area of practice


Desirable

  • Membership or Fellowship of the Royal Pharmaceutical Society
  • Non-Medical Independent Prescriber


Knowledge & Experience

Essential

  • Clinical pharmacy experience
  • Significant and recent experience in a leadership role at a senior level within hospital pharmacy
  • Detailed knowledge and experience of the operation of primary and secondary care NHS organisations
  • Management of risk with respect to the clinical use of medicines
  • Proven track record in managing staff and maintaining good relationships with clinicians, finance, and general management
  • Law relating to storage, possession and prescribing of medicines
  • Business planning with project and financial management, understanding of financial controls and constraints including standing orders, standing financial instructions and capital and corporate planning procedures including the delivery of cost improvement programmes
  • Comprehensive knowledge and practical understanding of financial and commissioning frameworks
  • Specialist knowledge and experience with management and response to Medicines Guidance Notes, MHRA alerts, Care Quality Commission inspections, NHS Improvement, Internal and external auditing, serious incident investigation and management of untoward events
  • Sound knowledge of GMP, GDP, and clinical trials directives
  • Demonstrate an understanding of current pharmacy / NHS issues
