This is your opportunity to set up, implement, and manage a Programme Management Office (PMO) that will support the Trust in achieving its operational, tactical, and strategic goals. This is a challenging yet rewarding role, where you will see your ideas and plans come to life!

As Business Manager/PMO, you will ensure the successful execution of projects within the agreed parameters for cost, scope, and quality. Your expertise will be essential in establishing robust processes and procedures, supporting key governance forums, and resolving operational issues. You'll work with Directors, Programme Directors, Heads of Operations, Finance, ICT, and external consultants to ensure alignment and seamless execution.

You will also manage PMO activities, ensuring a rigorous approach to programme governance, supporting major scheme delivery, and embedding best practices. Your role involves working with clinicians to fully realise the clinical benefits of the programme, supporting the development of the programme strategy, and directing staff.

Additionally, you'll engage stakeholders, ensure project compliance with performance targets, and provide assurance on project plans and governance structures.

Main duties of the job

The 'must haves' for this role:

1. Extensive senior management experience in the NHS or a similar complex environment.

2. Advanced project and programme management skills, including planning, reporting, and risk management.

3. Strong communication and stakeholder engagement abilities, especially with senior clinical and non-clinical staff.

The Business Manager/PMO at Imperial College Healthcare Trust will set up, implement, and manage a Programme Management Office to deliver an outpatient transformation programme. This role involves working with the Programme Director to establish a framework for managing multiple projects, ensuring processes and procedures meet time, cost, scope, and quality requirements.

Key duties include: Establishing programme, management processes, providing timely programme information, supporting governance forums, resolving operational issues, maintaining PMO processes like planning, reporting, risk management, and financial control.

Person Specification



  • First degree or equivalent professional qualification
  • Managing Successful Programmes (MSP) or other similar qualification
  • Evidence of on-going personal development and learning


  • Higher degree (MA, MSc, MBA, PhD)
  • Specialist training to doctorate level or equivalent experience
  • Prince 2 qualification



  • Expert knowledge of NHS programme management
  • Advanced analytical and judgemental skills which require management of highly complex facts and complex problems.
  • Business planning and forecasting skills to advise Trust management
  • The ability to deal with large volumes of information and draw out the key themes


  • Good understanding of NHS finances



  • Substantial and proven significant senior management experience in the NHS or other relevant complex and challenging environment
  • Experience of developing and managing within collaborative and partnership arrangements
  • Proven track record of managing/leading complex programmes across large organisations spanning multiple sites/culture


  • Previous experience of working with external consultants
  • Experience of establishing and providing programme monitoring, scrutiny, reporting and governance support for major programmes or projects
  • Significant years of experience working with senior clinicians and managers (for example CPDs, HOOs and HONs) in bringing around change and making savings
