We are seeking a new Diabetic Eye Screening Programme Manager to join our friendly team based within the North Yorkshire Diabetic Eye Screening Programme, at York and Scarborough Teaching Hospitals NHS Foundation Trust.

This York based role offers a unique opportunity for a driven individual to lead operational delivery for a National Diabetic Eye Screening Programme, aimed at preventing diabetic retinopathy and preserving sight.

With a focus on ensuring safe, effective, and timely screening clinics across North Yorkshire, the role presents significant challenges during population growth and service modernisation efforts.

The role presents an exciting opportunity to contribute to improving patient care and outcomes, through the delivery of high-quality screening services.

Main duties of the job

  • Operational Leadership: Lead the operational delivery of the screening programme, demonstrating initiative and adopting collaborative working relationships to ensure effective service provision.
  • Project Management: Drive projects and initiatives within NYDESP, contributing to the continuous improvement and modernisation of the screening programme.
  • Performance Management: Implement strategies for performance management, ensuring that screening clinics meet quality standards and performance targets.
  • Analytical Skills: Utilise well-developed analysis skills to assess programme performance, identify areas for improvement, and inform decision-making processes.
  • Communication: Serve as an effective communicator, both internally and externally, to promote the value of the screening programme and engage stakeholders at all levels.
  • Team Collaboration: Work collaboratively as part of a dynamic team, using collective expertise and resources to achieve common goals.
  • Change Management: Drive change management initiatives to adapt to the evolving needs of the diabetic population and to optimise service delivery.
  • Leadership: Provide strong leadership, inspiring and motivating team members to deliver high-quality screening services and improve patient outcomes.

    Qualifications

    Essential

    • Educated to master's degree level or equivalent experience.
    • Evidence of continuing professional development.


    Desirable

    • Diploma in Diabetic Retinopathy Screening with 5 years' experience at senior management and relevant experience of managing complex specialised clinical screening programme.
    • Prince 2 Project Management accreditation


    Experience

    Essential

    • Experience of developing and managing a highly complex specialist multidisciplinary service
    • Experience of delivering highly complex specialist and at times contentious reports to board level both at Trust and ICB.
    • Experience of designing highly complex specialist service specifications, service modelling and wide-ranging consultation to finalise the end product.
    • Experience of leading or supporting the tendering and commissioning processes to take forward service design to an operational status delivering high quality, value for money services.
    • Experience of managing the clinical effectiveness of junior members of a clinical team on a day-to-day basis.
    • Experience of working autonomously within a related specialist field, developing and implementing policy, protocol and procedure across the service.
    • Experience of regularly leading audit processes within highly complex clinical, business and operational framework and presenting the results to a wide range of senior and peer clinical colleagues and non clinical within and external to the service to people in group sizes from 1 to 1 to 20 or more people.
    • Experience of undertaking research projects and or audit for complex operational business and clinical environment and the ability to disseminate the findings and where appropriate lead the development based on the outcome of agreed research findings.
    • Experience of reporting complex and specialist outcomes relating to the planning, development and delivery of a service to a wide range of clinical, managerial and patient cohorts.
    • Experience of planning and delivering a complex specialist clinical service, influencing junior, peer and senior colleagues across multiple agencies to ensure a high quality, cost effective service is delivered.


    Desirable

    • Highly developed advanced specialist knowledge of the delivery of a nationally compliant Diabetic Eye Screening Programme.
    • Highly specialised understanding of clinical governance issues required of a Diabetic Eye Screening Programme to ensure safe patient management and service performance is achieved.
    • Detailed knowledge of general diabetes care both from a secondary medical, secondary surgical and primary and social care perspective
    • Experience of designing and delivering specialist training and teaching programmes to internal and external staff, patients, general public and statutory and voluntary bodies.
