Are you looking to expand your role and to work collaboratively within Public Health Nursing Services? This is an exciting opportunity to work within an agile and caring team. We are looking for an individual who is a Registered Nurse with the SPCHN (school nurse) qualification, who has extensive PHN community experience to deliver HCT's quality assurance and accreditation framework, and to lead on local quality improvement projects.

We have opportunity for a motivated individual to join the PHN Clinical Quality Team who wants to work with the PHN and School Nursing Operational Managers and team leads, supporting teams to critically appraise their quality performance including facilitating discussions, clinical reflections, supporting learning in practice and leading QI projects.

Main duties of the job

The CQL role is aligned to specific services with whom you will work closely, leading on: Delivery of Peer Reviews, Dip Testing and Quality Wheels, supporting operational/quality leads, providing appropriate challenge so quality assurance is embeddedwith clear themes for improvement identified through the service Continuous Quality Improvement Plans.

Delivery of appropriate CQUINS, Quality Priorities and NICE guidance for areas of practices and ensure robust process for embedding into practice. Providing educational leadership, leading on new role development initiatives e.g. Apprenticeships, clinical skills development and specialist competencies.

Undertake/support service reviews, complaints & incidents investigation, identifying and sharing learning. Engagewith commissioning groups / stakeholders, ensuring effective communication and partnership working in relation to Quality and Quality Improvement work streams.

Job responsibilities

  • To provide clinical and professional leadership, advice and support, maintaining own clinical competence and professional registration.
  • To provide Professional Leadership to the PHN services across Hertfordshire underpinned by the Institute of Health Visiting (iHV), School & Public Health Nurses Association (SAPHNA), and other relevant professional bodies/national networks working through the School Nursing Clinical Leads when required.
  • To contribute to the strategic goals of the Public Health Nursing (PHN) and Family Centre Services (FCS), to achieve successful delivery of the service model and contract 2018-2024 (plus 2 years) through the delivery of a comprehensive education programme for the PHN service.
  • To contribute to the achievement of the strategic aims and objectives of Hertfordshire Community NHS Trust.
  • To work effectively with commissioning groups and other stakeholders, ensuring effective communication and partnership working in relation to Quality and Quality Improvement work streams.
  • To support the Assistant Directors and Pathway/Service Leads (Named Services and QI) in the delivery of high-quality services, ensuring an integrated approach, focused on meeting the needs of adults/children and their family/carers.
  • To ensure services are delivered in a highly professional and clinically safe manner, in conjunction with the business support team and in accordance with local and national policies and procedures.
  • To take responsibility for supporting improvement projects across named services, ensuring teams are engaged in change with QI process adhered to.
  • To be responsible for ensuring Quality outcome measures are developed and implemented within areas of service responsibility.
  • To work collaboratively with the Assistant Directors and Pathway/Service Leads in the preparation of the Business Units Delivery Plan, CQUINs and Quality Priorities.
  • Prepare and deliver named service peer reviews as agreed, reporting on the performance of services within area of responsibility.


Person Specification

Qualifications

Essential

  • Registered General Nurse and active NMC registration
  • Specialist Community Public Health Nursing - School Nursing (SCPHN) qualification
  • Highly specialist knowledge acquired through degree qualification
  • Further theoretical training and experience to Master's level equivalent in required speciality
  • Evidence of continuing professional development
  • Student Supervision/Clinical Educator Course attendance


Experience

Essential

  • Experience of working with different professional disciplines and agencies including active networking with other specialists regionally and nationally
  • Evidence of clinical leadership in complex & changing organisation circumstances
  • Experience of service development, including working across organisational boundaries planning, leading and implementing joint clinical projects
  • Working knowledge of electronic patient record system
  • Knowledge of current safeguarding procedures, including managing investigations and responding to complaints
  • Experience and commitment to involve patients and service users in the design and development of clinical service provision
  • Experience in a Highly Specialist clinical role with evidence of clinical leadership at service level
  • Evidence of delivering training & education, and service policy development in area of specialism
  • Extensive experience of clinical supervision to wide range of staff in area of specialism
  • Knowledge of NHS, Education and social care policy and directives where these impact on area of specialism or service delivery
  • In-depth knowledge and understanding of national policies and procedures relevant to the specialist client group
  • Understanding of the principles of clinical governance/audit/Quality Assurance methodologies

Essential

  • Excellent communication skills both oral and written, including the ability to liaise, negotiate complex and sensitive information effectively at all levels
  • Able to analyse and interpret complex data
  • Ability to evaluate options and develop clear and realistic implementation plans
  • Computer literate including use of Excel spreadsheets, databases and PowerPoint
  • Ability to handle high workloads, prioritise and to work under pressure
  • Excellent group presentation skills both written and verbal including the use of IT systems
  • Demonstrates the ability to maintain effective functioning when working with difficult situations and people
