We have an exciting opportunity at Lincolnshire Community Health Services NHS Trust (LCHS). Our staff collectively see thousands of people every day in community hospitals, health clinics, schools, children's centres and in patients' own homes. This is one of three Strategic Business Manager posts that all have shared objectives and accountability for delivering the directorate's core business across our operational, tactical and strategic functions as part of an integrated senior leadership team, and for delivering the FBI 5-year Strategy.

The Strategic Business Manager (Operational Delivery) leads on the financial elements of FBI and is a highly complex role requiring the post holder to keep abreast of a wide range of national and local NHS statutory frameworks for reporting, compliance and standards, and for ensuring these are operated and adhered to, and that products are high quality and delivered in a timely manner.

The post holder is responsible to act as a role model for leadership, living and promoting the LCHS Way. It is an expectation that this role will support and encourage others to reach their full potential by creating an environment of empowerment through adopting a culture of 'freedom coupled with accountability'.

Main duties of the job

The Strategic Business Manager - Operational Delivery will lead for the trust on the effective and efficient operational management of the Finance Directorate, ensuring delivery of high-quality operational business services and effective use of the resources available. The role requires a fully qualified accountant and the individual will be responsible for providing strong capable leadership and day-today direction of the operational finance delivery function, and for supporting colleagues across the organisation and the wider health and care system.

The postholder will provide leadership to the Finance directorate as part of an integrated senior leadership team with shared objectives and accountability for delivery of the directorate's core business and for delivery of the FBI strategy and will ensure that the Trust is able to respond effectively to the operational needs of the organisation in the context of a changing Lincolnshire health system (ICS) and the wider health and care environment.

This post is part of the integrated senior leadership team and will work across the FBI Business Partnering and Strategic Development functions.

As a senior leadership post it is expected that we expect you will have a visible presence in the organisation including time each week at HQ. Person Specification



  • CCAB Accountancy Qualification Masters level Finance relevant qualification.
  • Evidence of recent relevant CPD



  • Proven track record of leading a finance team and successful financial management
  • Ability to analyse performance of areas of activity in relation to targets and strategic objectives
  • Ability to make sound financial judgements and informed decisions
  • Ability to effectively prioritise, meet deadlines
  • Organised, methodical, completer finisher


  • Project management
  • Proven track record of monitoring and delivering to healthcare targets



  • Full understanding of NHSE financial frameworks and NHS accounting guidelines
  • Highly specialist knowledge of the NHS performance framework underpinned by theoretical knowledge and relevant practical experience.


  • Knowledge and experience of information governance and data protection



  • Senior finance experience within a large complex organisation
  • Experience of successfully operating against statutory frameworks and quality standards
  • Experience of successfully implementing or managing performance management systems
  • Experience of reporting on complex data analysis and performance management information
  • Experience of developing and implementing service plans, standard operating procedures, and business cases


  • Experience of leading large scale change programmes within a complex environment
