An excellent development opportunity has arisen within the Procurement Team at The Rotherham NHS Foundation Trust, for a Category Manager.

The Trust is active in a range of local, regional and national initiatives, and this post will be instrumental in helping to achieve our aims and goals across South Yorkshire.

The post holder will lead on a range of high value procurement programmes identified in the current work plan, improving supplier rationalisation and working with Divisions to implement strong CIP plans. The candidate will be required to provide procurement expertise to a range of stakeholders, to deliver successful contracts and pro-actively manage our supplier base. The post holder will also support the identification of new opportunities and deliver cost and value benefits across their portfolio and all relevant non-pay expenditure.

Your ability to maintain commercial, financial, and legal knowledge and awareness of constantly changing markets and, identifying to the Procurement Management Team issues and changes that will affect the marketplace will be key.

You will actively promote the role and raise awareness of the department by offering advice and guidance to departments in all matters relating to procurement.

Main duties of the job

The main purpose of the post is to provide strategic procurement support across The Rotherham NHS Foundation Trust and any other stakeholder organisations.

The role supports all aspects of strategic sourcing plans and supplier contracting activity, including the maintenance of appropriate applicable databases and systems. Procurement of goods and services to specified requirements ensuring compliance with individual organisational Standing Orders, Standing Financial Instructions, relevant EU and procurement legislation and taking into account any recommendations from NHS regulators, national initiatives or Department of Health guidance.

Provides advice and support to stakeholders regarding all aspects of procurement including pre-market engagement, sourcing options, tendering activity, supplier relationship management and performance management.

Assists in the department goals of delivery of the Procurement Transformation Plan (strategy), process improvements, delivery of efficiencies and standardisation & rationalisation.

Actively promote the role and raise awareness of the department, taking a pro-active approach in offering advice and guidance to departments in all matters relating to procurement.

Ensure commitment towards quality standards and improving the departments key performance metrics.

Person Specification

Experience

Essential

  • Relevant experience of public or commercial sector procurement at a senior level
  • Experience of negotiating contracts in a large organisation with a track record of achieving significant cost reductions


Desirable

  • Experience of procurement in a health sector environment


Qualifications

Essential

  • 4 GCSEs or equivalent, including Maths and English
  • A number of demonstrable years experience within a buying role including formal tendering. Understand tenders and quotes. Dealing with suppliers at senior levels.


Desirable

  • Membership of the Chartered Institute of Purchase and Supply (CIPS), or actively studying towards.
  • Degree and/ or an appropriate professional qualification

  • Detailed theoretical and practical knowledge of procurement and highly complex supply chains


Desirable

  • Experience of working on complex tenders
  • Expertise EU procurement legislation and public sector procurement regimes
  • Working knowledge of NHS policies and national agendas.
