Join us for a remarkable opportunity as a Senior Digital Leader at Herefordshire and Worcestershire Health and Care Trust. We are looking for an ambitious and influential leader that demonstrates the vision and leadership qualities to support significant digital transformation and innovation within the Trust.

The Trust in embarking on the implementation of a new Electronic Patient Record (EPR) over the next 12 months, come and be a driving force behind transformative digital endeavours, including the implementation of game-changing initiatives like our Electronic Patient Record programme.

Longer term you will be responsible for supporting the development and implementation of our Digital Strategy, which will involve Digital Architecture, Solution Design & Application Development, and Digital Systems Integration. This will involve in-depth planning and subject expertise to deliver the Trust's next steps and identify digital solutions.

You will have the opportunity to work with senior stakeholders both internally and externally of the Trust and will play an integral role in the strategic development and delivery of various technologies, including the Trust's Digital application architecture and patient-facing applications. Additionally, you will contribute to the CARES values of the Trust, promoting a culture based on compassion, improvement, innovation, and understanding.

Main duties of the job

The Deputy Chief Information Officer will play a critical role in supporting the Director of Digital & Chief Information Officer in the full range of their responsibilities, including identifying opportunities to develop digital innovation across the Trust as well as the Herefordshire and Worcestershire Integrated Care System.

Alongside these duties, you will provide leadership to teams within Digital Services, providing direction and expertise to staff, whilst building strong relationships to support the Trust's aims and Digital Strategy. You will be responsible for overseeing budgetary management, which includes securing internal funding, overseeing project budgets, and identifying opportunities for cost savings.

Job description

Job responsibilities

The Deputy CIO is a pivotal role in delivering the Trusts Digital Programme. This requires an in-depth knowledge of emerging technology, drawing on developments across the technical spectrum not only those in healthcare, and supporting the cross-fertilisation of ideas in design solutions.

The post holder is the Trusts primary advisor in navigating the external Digital solution landscape and playing a key role in securing, where possible, external funding and ensuring systems are delivered to optimise patient care. The role extends beyond the Trust to encompass the wider health economy across a patient / client base ensuring optimal Technical design of Information Architecture, Solutions Design and Systems Integration to allow secure information sharing and direct access via a patient portal.

The post holder is responsible for identifying Digital, often innovative, solutions that will improve patient services and work with senior operational and business colleagues in bringing these solutions to successful implementation.

The role leads for the Trust in achieving target levels on external digital assessments including Healthcare Information and Management Systems Society (HIMSS) digital maturity criteria and the Digital Maturity Assessment (DMA) to support the Trusts aspirations to achieve excellence in digital services.

Person Specification



  • Educated to Masters level in Digital or related subject, or equivalent experience.
  • Management qualification.
  • Evidence of personal and professional development.
  • Evidence of previous digital leadership roles in large complex organisations
  • I understand that I will be asked to provide original certificates to verify my qualifications at point of offer


  • Engagement in the NHS Digital Academy Programme.
  • Quality Improvement / Change Management
  • ITIL
  • Prince 2 or equivalent project management qualification



  • Working with and directly influencing clinicians or equivalent staff groups.
  • Evidence of effective influence over a wide range of key stakeholders.
  • Able to take difficult and challenging decisions that support strategic aims and long-term vision.
  • The analytical and judgmental skills necessary to process assess and make decisions on highly complex matters, with conflicting information and a comparison of a range of options.
  • Able to create / shape innovative strategic vision and plans for the best possible long-term benefit of patients, the organisation and health and care systems.

  • Track record of delivering large scale change and knowledge of quality improvement methodologies.
  • Extensive experience in creating integrated digital platforms of online and offline solutions and asset management.
  • Significant Digital systems procurement experience.
  • Experience in risk management sufficient to understand potential risks from informatics solutions from a clinical perspective.
  • Significant experience of implementing a new digital system in a large and complex organisation
  • Significant experience of negotiating and managing large contracts.
  • Ability to motivate people and strong interpersonal skills.
  • Experience of use of Lean/SixSigma, improvement methodology
  • Experience of building staff capacity and capability
  • Experience of working across partnerships
