To fulfil the role of Competent Person for the organisation as defined within the Regulatory Reform (Fire Safety) Order 2005 Part 2 Article 18.

The postholder will ensure the Trust meets its statutory and common law obligations and will provide specialist fire safety advice, fire safety training, complete fire risk assessments and lead on the programme of fire evacuation drills across all Trust premises.

The postholder will lead on improvements to the fire safety culture of the organisation by ensuring the delivery of a comprehensive first-class Fire Advisor Service. You will be responsible for driving the trust to take all reasonable steps to protect patients, staff, visitors and property against the dangers of fire, and to act as a technical expert.

Main duties of the job

You will promote leadership and ownership of Fire Safety management throughout the organisation including working closely with clinical staff, estates and facilities teams to ensure Trust risks are managed as an integral part of Fire Safety management.

You will complete the required training and development to be an expert in an advisory capacity within Fire Safety in a health and care setting and you will apply this knowledge to improve the fire safety culture of BDCFT.

Job responsibilities

Duties in support of Estate Maintenance & Property Services

Support Maintenance and Property Services teams in relation to contractors providing maintenance to fire safety systems to Trust buildings & other commissioned services.

Advise Maintenance and Property Services teams on fire design for capital and revenue projects to agreed pre-tender quotes

Provide advice to appropriate staff, consultants & contractors to ensure that all new construction & adaptation works comply fully with Firecode.

Liaise with Consultants, Architects and Fire Safety advisors etc to ensure new developments comply with appropriate regulations and Trust procedures.

Participate in the Estates on-call rota, requirement to be available out of hours as part of the on-call rota

Provide specialist advice on new works/refurbishments of buildings/sites/areas to ensure that all fire safety systems meet current legislative requirements

Support other staff within Estates and Facilities, local fire authority and Building Control etc in the specification of fire precautions within new and existing Trust buildings.

Support other staff within Estates and Facilities to ensure that the activities of contractors working at any of the Trust sites do not subvert fire precautions or initiate false alarms in Trust premises.

Person Specification



  • NEBOSH Certificate in Fire Safety or Equivalent
  • Teaching / training qualification
  • Current in date membership of an appropriate professional body such as NAHFO, IFE or IFSM or a willingness to become a member


  • CPFA Diploma in Fire Prevention or equivalent
  • Third party accredited fire risk assessor or significant experience in undertaking fire risk assessments



  • Extensive fire safety/prevention experience gained in Healthcare/Fire & Rescue Service/Armed Forces/Local Fire Authority or other comparable large, multi site or complex organisations
  • Experience in the development and delivery of training courses
  • Experience of healthcare fire safety


  • Training in the application of HTM05 Firecode in healthcare premises
  • Knowledge of evacuation procedures in a health care environment
  • Awareness of the specific risks posed within a mental health inpatient environment



  • Well written and well presented application (demonstrating essential requirement for oEffective oral and written communication and interpersonal skills without risk of misunderstanding)


  • Competence in AutoCAD for documentation of fire safety building plans
