Job Details

Swansea Bay University Health Board are looking to recruit a Workforce Business Partner to support the Estates & Facilities department.

The successful candidate will operate as an integral member of the service group senior team, responsible for managing a significant part of the HR function across the health board for the service, providing high quality workforce support to ensure best practice within their areas of responsibility which will impact the wider Workforce & Organisational Development function across the health board.

The ability to speak Welsh is desirable for this post English and/or Welsh speakers are equally welcome to apply.

Main duties of the job

The post holder will be responsible for:
  • Implementing and ensuring effective delivery of specific HR strategies to support and give assurance to the Health Board that we have the right people in the right place at the right time and that we are designed to deliver excellence through our staff.
  • Developing strong working relationships across multiple Divisions within the Delivery Group to ensure the effective delivery of the strategic integrated workforce planning which will include a focus on collaborative working.
  • Assist on the short- and long-term workforce planning strategy, maintaining and delivering a robust framework for the Health Board, horizon scanning to identify key drivers and risks around the workforce.
  • Lead on various Health Board wide workforce initiatives and programmes, working autonomously they will be responsible for development and implementation. Interpreting employment legislation and case law they will act as the senior advisor in the service group consisting of regional and Health Board wide services and will provide authoritative advice on very complex and very specialist Workforce and OD issues.
  • Develop and implement effective and appropriate solutions for strategic issues within the service group.

Job description

Job responsibilities

Working closely with Senior Managers to advise on highly complex and challenging workforce issues in support of fundamental service redesign. Using high level communication skills to advise on all Workforce & Organisational Development issues, both internal and external to the Health Board and negotiate with different audiences when dealing with difficult employee relations, change management, workforce redesign and situations and/or competing/alternative agendas.

Responsible for the delivery and implementation of the long-term strategic HR business plans, which includes workforce plans and recruitment and retention, learning and development plans, equality, diversity and inclusion and health & wellbeing plans within your delivery group ensuring these support group and Health Board business objectives and are aligned with the Workforce and OD strategy. These long-term strategic plans will impact across multiple highly complex services across the delivery group as well as Health Board wide.

Responsible for the continuation of actions to support the reduction in overall sickness and develop further work to improve this position through education, collaborative working, and training. Work with senior managers to oversee the performance management of staff within the group to ensure that all staff have clear performance objectives, personal development plans to enable a high performing, engaged and motivated workforce.

Person Specification

Qualifications

Essential

  • CIPD Qualified - MCIPD, Masters level or equivalent demonstrable experience.
  • Expert knowledge of HR best practice and employment law.


Desirable

  • Formal Employment Law qualification.
  • Coaching Certificate


Knowledge

Essential

  • Knowledge of development, change management initiatives, best practice, and current developments


Desirable

  • OD tools, assessment centres.


Experience

Essential

  • Experience of analysing highly complex workforce data identifying risk and developing a range of tailored solutions.
  • Significant experience in HR at senior management level including experience in operational HR and strategic HR practices.


Desirable

  • Experience of working across a range of organisations to achieve significant change.
  • Experience of Strategic and planning development.
