We are looking for a Clinical Lead to work and lead alongside the Swindon Locality Operations Manager and the Locality Management team. You will be expected to provide senior clinical leadership into the operational and clinical management of care in services, be responsible for senior oversight and assurance of quality, governance and learning (including quality improvement) in the locality and to support the provision of high quality mental health care that promotes recovery and hope.

Main duties of the job

Swindon is one locality within the BaNES, Swindon and Wiltshire Division, which as part of the Operations Directorate aligns with the BaNES, Swindon and Wiltshire Integrated Care System.

You must uphold high standards of care and clinical practice and high professional standards and be able to work across all disciplines in the locality as well as be confident within the Swindon place-based system to enable delivery of high quality care. You must be conversant with quality, governance and improvement processes and methodology and how they work within health systems, skilled at leading others in embedding learning and improvements in care.

We are seeking an individual with experience of clinical leadership, who can hold a credible, visible Clinical Lead role within the locality and across the Trust. You will need to be approachable, empathetic, passionate about high quality care and able to lead with compassion.

Job responsibilities

Responsibility for Safe Services

In conjunction with the Operational Lead, the Clinical Lead is responsible for ensuring that there are effective governance and assurance mechanisms for identifying and appropriately managing clinical and other risks.

The Clinical Lead will promote a culture of incident reporting and ensure that there are robust systems in place for reporting, recording and learning from incidents.

The Clinical Lead will ensure that there are robust local systems in place for meeting the Trust requirements for patient safety and overseeing and managing the Patient safety incident response framework within the Locality.

The Clinical Lead will ensure jointly with the Trust Head of Health and Safety that there are robust health and safety and infection control processes in place in the service.

To ensure that safeguarding processes in place to protect service users, children and the wider public.

To ensure that there are robust processes in place locally to ensure the management of medicines.

To ensure practice is compliant with the Mental Health Act and Mental Capacity Act legislation.

To ensure practice is compliant with policy to ensure quality and safe services.

To ensure that any governance risks are identified and escalated to the appropriate risk registers.

Person Specification

Qualifications

Essential

  • Qualified Clinician maintaining professional registration
  • Educated to Masters degree or equivalent experience/competence.
  • Management qualification or equivalent experience, or willing to study for a qualification within an agreed timescale.
  • Evidence of Continued Professional Development.


Knowlledge

Essential

  • Detailed working knowledge of the NHS and Local Government policies relating to Mental Health together with the good knowledge of principal policy and financial determinants.
  • Detailed Knowledge of the professional/revalidation requirements for the professional group.
  • Good understanding and application of business management systems and processes
  • Good working knowledge and understanding of Government policy and strategic direction in relation to healthcare, social care, criminal justice provision and wider national social policy


Desirable

  • Demonstrable understanding of the Recovery approach.
  • Good working knowledge of other Healthcare and public service Sectors especially those relating to learning disability, criminal justice and children's services


Experience

Essential

  • Substantial Clinical /Management Experience in the delivery of Mental Health and /or related healthcare services demonstrating effective track record of managing complex services and large budgets.
  • Substantial experience of senior public sector management (NHS and/or Local Government) demonstrating effective track record of managing complex services and large budgets.
  • Demonstrable Experience of identifying and delivering professional development and improving standards of professional care.
  • Proven experience of managing, motivating, empowering and working with senior teams and ensuring there is a shared vision and values within that team
  • Experience of delivering substantial service change and updating Trust Boards, Joint Commissioning Board and Scrutiny Committee on progress and delivering to agreed objectives
  • Experience of working in partnership to ensure success in contract and Local Delivery Plan negotiations with commissioners, social care, criminal justice services, statutory and non-statutory agencies

  • To have highly effective and comprehensive communication skills in working with service users, carer, staff and external stakeholders. To provide positive messages about mental health and social inclusion.
  • Able to present highly complex information logically and concisely both verbally and in writing.
