We are seeking an individual with experience in a space planning or space management role across a complex and multi-faceted estates and space portfolio. Experience in one or preferably more of the following areas would be particularly advantageous: developing space management strategies and policies operational space planning and project delivery or space data and information management.

The role would suit an individual who wishes to develop their career in a broad space management role across a complex and diverse range of property and space types whilst playing a key part in delivering an estate that will benefit patients, NHS staff and the wider community.

Main duties of the job

The Space Manager role supports the Head of Space Management in developing and managing the Trust's approach to space planning, allocation and management, ensuring that the Trust achieves maximum value and the most effective use of its physical estate. The annual operating costs of the Trust's estate is significant - in the region of �145m - so this role is key in maximising value and where possible reducing estate size and cost through efficient space management.

At present, the property portfolio comprises of the three principal acute sites, together with a number of satellite properties and space occupied in Leicestershire Partnership NHS Trust, NHS Property Services' and Community Health Partnerships' properties. Opportunities will be considered across other One Public Estate partner organisations e.g., local authorities, blue light services and higher education. This diverse estate portfolio makes for a fascinating challenge from a space and asset management perspective.

The role blends elements of strategic and operational work. You will work with the Head of Space Management on the development of space management strategies and policies, whilst overseeing the delivery of data management, space planning and moves programme management, through a team of space planners and data officers.

Key Results Areas

The post holder will play a pivotal role in advising the Property Manager and Surveyors and the Trust in the development of long term strategic plans.

Supporting the Property Manager in the property disposal programmes advising on space use and partner Trust space requirements

Maximising the use of space across the Trust's portfolio and across the LLR Health economy.

Advising on the operational data requirements for the implementation of the Service Line reporting model for all divisions within the Trust and liaison with the relevant software and data controllers.

Organisation, management and maintenance of up to date and 'live' space management data.

Liaising with the Property Team in setting up appropriate legal occupation agreements in relation to occupations and relocations of teams across the Trusts.

Managing the decommissioning of space requirements where providers reduce services or service requirements.

The post holder is required to monitor and manage the service workload maintaining close links with all other departments within an environment of mutual support and development.

The post holder must be able to demonstrate good negotiation and diplomacy skills as often scenarios encountered can be antagonistic, in difficult circumstances often away from the NHS environment. Additionally, persuasiveness is an essential element to enable disputes / projects to move forward.

Maintenance and renewal of records as required to secure the future efficiency of the property estate.

Directly coordinate and manage the use of space within the Trust and the effective day to day and strategic use of space and to provide a coordinating role in the occupancy of space delivering support information for service line reporting and management on the cost of space.

To assist the Property Team in the further development of the CAFM/MICAD database to hold and analyse all 6 Facet Survey data for all Trusts and to hold all other appropriate property information.

To proactively lead, and advise on the space utilisation facet and functional suitability facet of the 6 facet estate performance data.

The post holder will assist the Property Team and take an active role on professional advice to the Trust on the strategic impact on service delivery in relation to Local, Structure and Regional Plans and the direct relationship with accommodation requirements with internal Trust property requirements and across the whole of LLR.

To provide assistance to the Head of Space with regards to a relocations service to the Trusts in relation to their estate. This service will involve the statistical analysis of the existing estate and opportunities both within and external to it, relating to how the client runs current and future health care services. To provide feasibility studies and option appraisals to feed into Estate Strategies and give recommendation at the highest level on the preferred approach.

The post holder will be expected to undertake Feasibility Studies and Option Appraisals of both change in the existing estate and provision of new property in the future. These Studies will involve close liaison with the Client, often at the highest level to prepare a brief, study and research the options available both internally and more often externally to the NHS.

The post holder will be expected to assist the Head of Space in the supporting the development of medium and long term accommodation requirements feeding into Trust's Estate Development Control Plan/Estate Strategies for the effective delivery of property for local NHS Trusts, including the coordination of Trust Strategies where possible and adapting to change which may affect one or all of the Trusts advised.

To assist the Head of Space in the management and supervision of temporary staff and in house consultants from time to time as required.

To provide training to temporary staff, to assist in their understanding of the property portfolio and the internal procedures and requirements of individual Clients.

Any other duties as maybe required from time to time.

Person Specification

Training and Qualifcation


  • A relevant professional qualification (CBIFM, MRICS) and appropriate degree
  • IT skills in the use of the Microsoft office suite, MICAD and CAD

  • Project Management Qualification



  • Substantial senior management experience within the NHS Facilities and Estates in both acute and non-acute community care, and similar senior management experience in a substantial public, or private sector property portfolio
  • Evidence of managing substantial, property related, budgets
  • Experience in managing large complex programmes of work Minimum of 5 years senior level management
  • Strong knowledge of the HBN 00-08 NHS Estatecode
  • Strong working knowledge of HTM's, HBN's and Building Control standards, COM Regulations and other associated Facilities Management regulations

Communication and Relationship Skills


  • Ability to communicate at all levels with the Trust and with external stakeholders
  • Negotiating and influencing skills to anticipate and avoid conflict and dispute resolution
  • Responsible for policy implementation and development Writing, revising, and recommending on Space policy that impacts across both the post holders area and other areas

Analytical and Judgement Skills


  • Highly developed analytical skills and an ability to interpret financial, space and other qualitative and quantitative data etc. to lead and develop space change
  • Ability to analyse, interpret and make judgements using complex, conflicting and critical information
  • High level of IT skills/literacy across a wide range of Commercial, and Bespoke Office and Property Management Software

Other Requirements Specific to the Roll


  • Ability and confidence to assist in the compilation of Strategy and Policy documents and lobby for their ratification
