We are offering the opportunity to join our team on a secondment or fixed term contract for six months as Matron for Emergency and Ambulatory care.

This is an exciting time for the Children's Emergency Department. You will have the opportunity to help shape the future direction of the department and take part in hospital wide initiatives to improve Emergency Care and the patient experience across the whole of the acute pathway.

We are keen to hear from individuals who have experience at working at a senior nurse level within a children's emergency care environment and are keen to embrace change and provide visible nursing inspiration.

You will provide leadership and direction to our dedicated Children's Emergency Department team and more widely will input your specialist knowledge and expertise to the emergency departments within our three other hospital sites.

As Matron you will have responsibility for the delivery of high quality, responsive, safe and effective care that improves patient outcomes and patient experience. Proven skills and a working knowledge of leading, and an ability to demonstrate excellent communications skills are required.

Main duties of the job

  • The post holder will support the Head of Nursing and Clinical Director to ensure that high quality patient focused care is delivered within the Children's Emergency Department (CED).
  • The post holder will lead and manage the CED Manager, Senior Sister/Charge nurse team, the PENP team and the ACORNS (Acute Children's Outreach Nursing Service) lead nurse to ensure that high quality patient focused care is delivered within the Children's Emergency Department (CED).
  • The post holder will actively participate in the clinical and operational management of the department working collaboratively with the Nurse Consultant (emergency paediatrics) to ensure on-going service development and the delivery of exemplary care to children, young people and their families.
  • The post holder will act as a highly visible, clinical leader and role model whilst ensuring the provision of quality patient care, sharing expertise with colleagues.
  • The post holder will lead the governance assurance framework for Children's Emergency and Ambulatory Care.
  • The post holder will promote learning, professional curiosity and to hold others to account.
  • The post holder will guide the activity of nursing, medical and other staff to ensure rapid assessment, treatment and ultimately transfer/discharge of children and young people.
  • The post holder will lead the educational and training programmes for the children's emergency and ambulatory care team.

Main Duties and Responsibilities

Clinical Practice
  • The post holder will have specialist paediatric knowledge of the clinical care of paediatric emergency patients. They will be a credible nursing lead and role model within the Childrens Emergency Department.
  • The post holder will be highly conversant in child and adult safeguarding policies and procedures. They will provide assurance that their staff have the necessary skills and knowledge to identify and communicate safeguarding concerns to the relevant professionals/agencies.
  • The post holder will ensure that all staff are aware of, and meet the needs of patients and relatives in a courteous, helpful and compassionate manner, whilst ensuring returned respect for staff members.
  • The post holder will maintain effective relationships between the multi-professional team in the clinical environment, the wider directorate group and the trust, ensuring specialist nursing advice is provided where required.
  • The post holder will ensure that all areas have systems in place to identify, report and manage risk which involves taking action and monitoring work areas in accordance with health and safety legislation and the patient safety agenda.
  • The post holder will work closely with the CED team, ward teams and department managers across all areas to improve patient flow.

Service delivery and improvement (quality)
  • The post holder will be responsible for the professional and operational delivery of high quality clinical care standards across the specialty, ensuring that patients are always treated with dignity and respect.
  • The post holder will lead on the embedding and implementation of the Patient First Improvement System (PFIS) within the Childrens Emergency Pathway. The post holder will apply this methodology to all service improvement projects ensuring that a culture of continuous improvement is fostered within the department.
  • The post holder will be responsible for the promotion of patient safety and experience whilst working with their teams to deliver compliance with the 4 and 12 hour standards in emergency care.
  • The post holder will be a catalyst for change, leading on, and/or commissioning quality improvement projects, PDSA and learning cycles alongside the CED, ACORNs and PENP teams to ensure that the department gives patients the very best experience and continues to provide safe care.
  • The post holder will be accountable for financial sustainability and the implementation of the trusts Standing Financial Instructions. They will have oversight and responsibility for the CED, ACORNs and PENP budgets. They will be expected to ensure that individual budget holders are trained and supported at monthly budget review meetings.

Learning and Development
  • The post holder through being a role model will champion and create a culture which motivates, enthuses and empowers others to give of their very best and where learning is the approach to all things. The post holder will ensure that they use all available data, including feedback from the staff survey, FFT and appraisal feedback to shape and inform the learning and culture of the department.
  • The post holder will ensure that the trust delivers high standards of patient care using evidence based practice and research. They will support the CED manager and their team to assess, monitor and evaluate nursing care provided through the use of standards and audit. They will ensure that remedial action is taken where deficits are identified and will support staff in identifying, applying and disseminating research findings related to nursing practice.
  • The post holder will work with the practice development team and will have a proactive approach towards the education and development of the CED team. They will lead on and ensure there is a robust and on-going programme of education for the department.
  • The post holder will encourage innovation by all members of the team and will lead the embedding and ongoing implementation of the patient first improvement system within the CED
  • The post holder will nurture the team and its individual members, offering opportunities for development through internal and external courses. They will promote a culture where personal development is encouraged across a range of clinical and non-clinical skills including completion of MSc, MBA, research and leadership training.

Communications
  • The post holder will demonstrate excellent communication skills in order to establish and maintain effective communication with patients, their carers and the multi-professional and multiagency team. Identifying any potential barriers and adapting communication style as required. They will be required to act swiftly to resolve any issues that may arise, in real time, where able.
  • The post holder will ensure that there are systems in place to capture and act on feedback from patients/carers/ relatives. They will be responsible for managing the prompt resolution of complaints both formal and informal ensuring the provision of written feedback where this is required and within the mandated timeframe.
  • The post holder will ensure good communication lines and flows are in place within the nursing structure and other disciplines across the Trust. This will include regular meetings with the nursing teams for which they are responsible.
  • The post holder will ensure that confidentiality for patients and staff is maintained in all areas and that staff adhere to the Data Protection Act, Freedom of Information Act and the Caldicott Principles.
  • The post holder will ensure that there are high standards of documentation and care planning in all areas of practice and that documentation standards are consistent across all areas. Ensuring there are regular reviews of all documentation, and focused action plans are produced when areas of concern are identified.

Leadership and Management
  • The post holder will ensure that the stated professional, legal and statutory requirements are complied with and that agreed trust policies and procedures and implemented.
  • The post holder will support the development of workforce plans by regularly undertaking skill mix reviews of ward establishments with the Trust corporate senior nursing team to ensure that the nursing resource is maximised to best effect (minimum annual review). To ensure that patient dependency data is used effectively to inform staffing levels and templates.
  • The post holder will advise on the day to day allocation of nursing resources throughout the specialty and in collaboration with other matrons ensure a Trust wide safe and effective service. They will ensure that there are effective systems and processes in place for the management of sickness and absence and bank and agency utilisation in all areas of responsibility in line with Trust/national targets.
  • The post holder will undertake regular 1:1s with their staff, addressing any performance issues in a supportive and timely manner. They will carry out meaningful annual appraisals, identifying clear and achievable objectives.
  • The post holder will ensure that there are effective systems to support the management and development of all staff within budgets available and maintain and achieve a proactive approach to recruitment and retention.
  • The post holder will oversee ward standards and monitoring of cleanliness, contributing and leading PLACE assessments ensuring a clean environment for care, to include a clear oversight of the environmental and facilities management services and maintenance issues. They will work in partnership with the infection control team to ensure that there are effective systems and processes in place for the prevention and control of infection.

Personal Learning and Development
  • The post holder will attend statutory and mandatory training updates as required.
  • The post holder will identify their own learning needs and will plan training requirements in line with the development of the post and as agreed with the line manager as part of the personal development process.
  • The post holder will achieve and demonstrate agreed standards of personal and professional development within agreed timescales.
  • The post holder will participate in the Trusts appraisal process to discuss how your role will help deliver the best possible care to our patients and help to deliver any changes in service.
  • The post holder will build and maintain links with matrons from within the division and throughout the wider organisation acting as a role model, source of knowledge and an expert to other areas where children and young people may be cared for in the context of emergency or ambulatory care.
