Deputy Director of Estates/Newham Capital Programme Manager - Band 9

We are looking for an enthusiastic and motivated member of staff to fill our newly created post of Deputy Director of Estates.

This position is vital to ensure that we continue to provide high levels of service to our patients and staff whilst managing the capital funded projects on the Newham University Hospital site.

Working closely with the Group Director of EFM, the Group Deputy Director EFM Capital Programme PFI and Retained Estates & MES and the Newham University Hospital (NUH) Hospital Executive Board (HEB), the Deputy Director of Estates will play a substantial contribution in ensuring that the corporate objectives of the Trust and Newham Hospital are achieved with specific focus on the delivery of suitable, safe and secure premises and equipment.

This role sits within the Trust Group Support Services and the post holder will deputise for the Group Deputy Director EFM Capital Programme PFI and Retained Estates & MES when required.

Main duties of the job

As the Deputy Director of Estates, the post holder will deputise for the Group Deputy Director EFM Capital Programme PFI and Retained Estates & MES. Working closely with the other senior Trust clinical managers, heads of EFM Group Services, engineering staff, craft staff and construction professionals, clinicians, senior managers, along with statutory bodies and external agencies.

The post holder will be professionally responsible and accountable for the standard, delivery, continual monitoring, risk management and review of the Newham University Hospital capital programme delivery to ensure a professional, high quality, cost effective and efficient service to meet the demands of the organisation, its staff and patients. The post holder will also play a significant role in contributing to the delivery of the Trust capital programme at a strategic level and occasionally at a project level for larger schemes or where more junior project managers need support

Person Specification



  • Management of capital programmes for development and maintenance of Estates, facilities and property
  • Management of non-skilled, skilled and professional staff
  • Management of multi-disciplinary teams and committee working
  • Maintenance & project planning
  • Financial management and analytical abilities including negotiating claims and final accounts.
  • Business case and report writing which contributes to presentations to Board level
  • Experience of participating in on-call rotas in a complex healthcare environment
  • Experience in procuring and delivering projects and contracts, via a range of procurement routes
  • Experience of multi-agency partnership working
  • Experience of managing building project teams, developing design briefs, service specifications, appointing and managing professional advisors and consultants.
  • Experience of CAD design systems
  • Experience of managing formal (legal) contract disputes



  • Degree in construction, engineering or other related relevant subject
  • Member of relevant professional body
  • Evidence of continuous professional development
  • Masters Degree or equivalent healthcare specialist experience


  • Relevant Post Grad qualification



  • Significant post qualification experience & track record of Managing capital projects assets and services, including budgets within a complex acute health environment.
  • Significant experience operating at Senior level Deputy Director level, Head of Service
  • Managing strategic and operational change. Including the impact on assets, resources, services & staff and developing new ways of working
  • Reporting to and working at Board / Committee level
  • Proven contract programme and project management experience
  • Positively managing staff including performance and personal development. This includes statutory legislation and DH mandatory and good practice guidance
  • Budget management (Capital/revenue pay & non pay)
  • Preparing of business cases to support investment/disinvestment plans and securing approval of external organisations where appropriate

  • Proven track record of managing and delivering projects to time and financial constraints
  • IT computer literate familiar with Microsoft packages and Awareness of the wider DH/NHS environment, ability to interpret policy and consider impact on asset, estate and FM services
  • Active utilisation of estates & facilities networks/forums
  • Evidence of delivering innovative design solutions applied to the estate


  • Well-developed knowledge of land and property, procurement and contract law
