An exciting opportunity has arisen to appoint a trust wide Clinical Lead who will provide the clinical leadership and oversight of the primary care psychological therapies / IAPT Services in each of the Care Groups of the Trust. As a highly specialist and experienced Psychological Practitioner, the post holder will be responsible for the delivery of an IAPT and primary care psychological therapy services. There will be an emphasis on quality improvement and ensuring provision of appropriate supervision networks for all colleagues within Primary Care Psychological Therapy and IAPT services. This will involve working closely with the Care Group and Network leadership teams, the Trustwide Professional Lead for Psychological Therapies and the Adult Pathway Lead to ensure the delivery and development of high quality services within the Boroughs in accordance with the Trust's Service Development Strategy, the Policies and Procedures of Pennine Care NHS Foundation Trust and Professional Codes of Conduct.

Main duties of the job

The post holder will provide effective clinical leadership to galvanise the services in the achievement of nationally mandated targets and meeting the needs of the local population. They will also represent Primary Care in the strategic psychologicaltherapy structure trustwide, including the psychotherapeutic committee. The post holder will also be expected to significantly contribute to identifying unmet need and contributing to the development of new business proposals aligned to PrimaryCare/IAPT and the NHS Long term plan.The post holder will provide clinical input in the form of delivery of assessments, formulations and therapeutic interventions of a high standard in line with nationally approved evidence bases and at the level of a complexity appropriate to a Consultant Psychological therapist. The post holder will be expected to provide expert consultancy on psychological therapies to clinicians within services and teams.The post holder will work autonomously within professional guidelines and will work jointly with the Service Managers and local clinical leads for Primary Care and share responsibility for the systematic governance of psychological therapy practice. They will also contribute to the broader governance of psychological therapies trust wide

    Job description Job responsibilities

    Strategic Development Establish a calendar of strategic meetings to support the clinical and operational standards of the IAPT model and primary care mental health, in line with the Trust Service Model and Structures. Contribute to the monitoring, review and evaluation of the Trust Strategy for Psychological Therapies within Primary Care. Review the impact of referral pathways, in partnership with borough specific service managers on service user experience with the express intention of minimising un-necessary hand offs. Establish systems to monitor service activity and achieve all current IAPT targets, across all borough services with the aim of improving data quality across the Trust. Oversee and monitor Trustwide service activity through the use of patient tracking lists, demand and capacity tools, performance information and the safeguard system. Develop and review operational policies to realise the requirements of the National Policy e.g. IAPT, NICE Guidelines and local corporate strategies. Take the lead on coordinating transformational Projects across the Trust which may require management of change in line with Trust Policies and Service Development Initiatives. Ensure systems are in place to ensure clinical evaluation and service user feedback is routinely gathered. Ensure systems are in place to learn lessons from incidents and complaints, across all healthy minds services. In conjunction with the Network leadership teams develop and maintain partnerships with CCGs across the Trust footprint in all operating boroughs by attending and responding to the requirements of contract meetings, both localand as part of the bilateral and multilateral partnerships Lead and coordinate service areas to maintain a clear protocol addressing the needs of complex cases which sit outside of the IAPT remit and fall below secondary care services to reduce service gaps. In partnership with business support, contribute to IAPT tender bids and seek new business for the delivery of IAPT and primary care services. Work with the Network Leadership teams ensure business continuity plans are in place to support the running of IAPT patient management systems.Leadership Provide effective clinical leadership whilst taking into account inter-professional roles and working practices of all members of all IAPT Services across the Trust and with Third sector colleagues as appropriate. Deal with highly complex information which requires analysis, interpretation and comparison across a range of options, which can include the service performance and design of different services and local CCG requirements, butcan also include complex clinical information. Work closely with the risk department and the patient safety improvement group (PSIG) in ensuring incident investigation standards are met, compliance of risk governance is monitored, lessons are learned from incidents and there iscritical oversight within the concise investigation process, employed in IAPT services. In conjunction with the Network leadership teams produce and implement annual service business plans for all 5 service areas across the Trust to meet the requirements of Service Strategy, which meets the requirements of each individual CCG as well as the multilateral partnership. Implement all Policiesand Procedures relating to the provision of Psychological Therapies as required by the Trust Board. With the Network Leadership teams monitor activity against the performance assessment framework and implement measures as appropriate. Participate in the recruitment, selection and induction of staff. Review skill mix of all Trust-wide IAPT service areas, ensuring compliance with the IAPT model and complex cases seen in primary care. Monitor training and workforce issues and participate in NW workforce planning with regards to IAPT workforce. Provide a central point of contact and be highly knowledgeable on the national clinical standards governing IAPT services and their clinical interventions (e.g. NICE guidance). Ensure the maintenance of clinical standards / NICE guidance through service use of evidence based monitoring tools to evaluate the effectiveness of service delivery. Provide an effective problem solving approach to clinical decisions when dealing with operational issues, staff, other professionals, patients, relatives/carers and members of the public. Provide leadership within the Trust on new business opportunities in delivering psychological therapies across a range of therapy modalities and disciplines. Provide direct assurance to local CCGs, executive directors and the director of mental health on the direction of IAPT services. To deputise for the Adult Pathway Lead where requiredClinical Carry out assessment, formulation and provide psychological intervention and communicate findings. Provide specialist psychological assessments of clients referred to IAPT based upon the appropriate use, interpretation and integration of complex data from a variety of sources. Formulate and implement plans for the formal psychological treatment and/or management of a clients mental health problems, based upon an appropriateconceptual framework of the clients problems, and employing methods based upon evidence of efficacy To be responsible for planning, implementing and monitoring a range of highly individualistic and complex psychological interventions for individuals, and groups. To evaluate and make decisions about treatment options, taking into account both theoretical and therapeutic models and highly complex factors concerning historical and developmental processes that have shaped the individual. Taking into account external social context as well as internal emotional experience. This requires the post holder to draw on a combinationof theoretical knowledge and clinical experience and often to work with partial or conflicting information. To communicate in a highly skilled and sensitive manner, in both written and oral formats, complex information concerning the assessment, formulation and treatment plans of clients under their care and to monitor and evaluate progress. To provide specialist psychological advice, guidance and consultation to other professionals contributing directly to clients formulation, diagnosis and treatment plan. Develop partnership working with NHS England and other national agencies to support the development of toolkits or methods to ensure KPI achievement andservice sustainability. Work closely with the innovation and research department.Working Environment The post involves independent travel (driving) between all of the 5 borough sites in which IAPT operates. Combination of sitting, standing, walking/ frequent sitting in restricted position, due to use of vehicle, sitting for long periods at a PC, providing supervision, attending a high number of meetings and speaking to staff/clients. The post holders office base will be within the trust footprint and they will have access to secretarial support. There is a need to use effective and efficient keyboard skills in the recording of clinical information and in communicating with colleagues.

    • Post graduate qualification in a psychological therapy approach OR Masters' degree in a relevant clinical subject
