This role provides an exciting opportunity for the post holder to fully participate and shape the future of community mental health services in line with the community mental health transformation agenda and the long term plan. West Essex as an early implementer site has a proven record of innovation and improvement, the new post holder will enable ongoing progress and future developments to achieve excellence in the delivery of community Mental Health Services for all.

West Essex has been at the forefront of integrated delivery the post holder will be part of a wider integrated health and care service unit within West Essex providing specialist mental health leadership and clinical oversight to mental services and practitioners both direct reports and members of the West Essex integrated teams.

The post holder will be central to developing and driving forward community mental health transformation ensuring equitable and accessible service delivery for all members of the West Essex community.

Working in partnership with all stakeholders in West Essex to deliver high quality, safe and outcome focused services the post holder will be an active participant in a range of wider community transformation initiatives.

Main duties of the job

The post holder will be accountable for the day to day operational management of the Trust's community mental health services within a defined geographical area on behalf of the Director of Mental Health. In addition the post holder will provide expert senior managerial and professional input to high level decision making within the Directorate and across the Trust, and support the quality improvement and service development agenda for the Trust in line with the strategic plan.

It is expected that the post holder will work in collaboration with Commissioners and other system partners in the development delivery and transformation of services in line with the local Integrated Care System.

The post holder will take responsibility for day-to-day achievement of the key priorities and targets for the Trust in their area of responsibility and will maximise meaningful patient, carer, and staff involvement. This includes modeling explicitly the Trust's values in their interactions and relationships both internally and externally to the organisation.

Working as part of the West Essex team the post holder will be part of an established management team committed to ongoing improvements to deliver the highest quality services and outcomes for the population of West Essex. The post holder will provide specialist mental health leadership and clinical oversight to mental services and practitioners both direct reports and members of the integrated teams. In undertaking this role the post holder will;
  • Provide effective and supportive leadership and direction maximising personal visibility and approachability, ensuring that services work collaboratively to achieve the overall aims and objectives of the service area and the organisation as a whole.
  • Lead the day-to-day functioning of the area / service, identifying and solving operational difficulties by using the resources of the Trust and associated Local Authority resources.
  • Ensure the dissemination of standardised best practice across the area / service addressing areas of poor performance and highlighting areas of excellence for replication.
  • Actively promote an inclusive approach, valuing the perspective of patients, carers and staff.
  • Challenge internal boundaries and ensure the best possible provision of services for patients and carers and empower and enable staff to achieve this within their sphere of work while working as part of the wider system.
  • Ensure all necessary corrective action and learning is taken from all adverse incidents and complaints and applied to the area of responsibility.
  • Be aware of and build upon all staff members talents and aptitudes, working with team managers to develop succession plans and assisting staff with career development.
  • Lead and implement transformation projects within the service, working with the Senior Management Team and Director / Associate Director
  • Ensure services are performance managed within the Trusts approved framework ensuring that the required levels of performance and activity are maintained with due regard to the impact this may have upon the workforce and quality of service provision.
  • Have oversight of all services to ensure service delivery is undertaken with safety and quality as it'd fundamental guiding principle.

EPUT offer a fantastic relocation package of up to £8,000. Covering a number of expenditures for new recruits relocating from 30 miles or more from their new work base at EPUT.

Person Specification Essential Essential
  • Educated to Master's degree level, or to first degree level with evidence of extensive further study. Professional qualification in health social care or equivalent
  • Experience of providing/managing specialist services at senior management level. Recent demonstrable success in delivering high-quality services to required performance levels.
  • Well-developed understanding of government, Local Authority and NHS priorities within the sphere of Health and Social Care
Desirable
  • Relevant qualification e.g. NHS leadership academy awards or equivalent
