The Head of Service and Standards, for one of the largest Patient Transport Services in the UK will work with Commissioners, ICB Quality Leads and other stakeholders to identify PTS service developments and ensure the assurance, governance and expertise of the YAS NHS brand is sought by Commissioners across the region.

Adopting a proactive approach to identify opportunities and new business to strengthen the position and sustainability of the PTS service line and resilience to our wider Ambulance Services and Hospitals throughout the Yorkshire & Humber Region's patient flow.

As a senior leader, the post-holder will be the Trust lead on PTS governance, quality and assurance, for our YAS employed and owned crews and resources and also the Alternative Resources of Private Provider, Taxi and our Volunteer Car Service.

It is essential that the post holder effectively engages with the wider YAS governance structure. Responsible for delivery within PTS of the key priorities of YAS for improving patient care, including a focus on five CQC domains.

They will develop C-QUIN schemes with support functions and ensure that PTS is in receipt of the percentage apportionment outputs it is charged for.

Main duties of the job

Acts as the senior point of contact for commissioners regarding the PTS service. Provides a strong external-facing position leading service developments by working with stakeholders in accordance with local and national priorities.

Develop and maintain effective networks, relationships and partnerships with commissioners, providers of health and social care and other external stakeholders using highly developed interpersonal skills to anticipate and overcome barriers at times of significant change.

Accountability for PTS at the Risk and Assurance Group, Health and Safety Committee, Fleet and Equipment Group, Information Governance Group, Patient Safety Group, Incident Review Group and Programme Delivery Group, presenting highly complex and sensitive information.

As the subject matter expert on eligibility and core PTS national initiatives, interpret the agreed PTS contracts to communicate highly complex requirements and contractual processes.

As the expert of PTS standards interpret national and local guidance including various commissioning KPIs, reflecting requirements in plans and objectives.

Job description

Job responsibilities

Provide high-level reporting both internally and externally for various areas including CQUINs, SDIPs and DQIPs, identifying any wider themes that impact the service and KPIs, reviewing options and adjusting objectives where required.

Responsible for ensuring PTS consortia meeting actions are assigned and progressed in line with the next meeting, quality checking information which is to be submitted in line with standards and PTS messages.Ensure a review process is in place to monitor quality standards and adhere to for robust evaluation and evidence.

Responsible for policy development and implementation for governance, quality and assurance across the whole of PTS.Lead on service development across PTS strengthening current operations to improve patient care and identifying new business opportunities to make the service sustainable and commercially competitive.

Responsible for managing, controlling and monitoring budget for area of responsibility, ensuring that expenditure and costs are identified and adhered to and in doing so ensuring that the operational and financial objectives of PTS and the Trust are considered.

Undertake research as part of quality standards and effectiveness ensuring effective reviews and surveys are undertaken with a view to guiding PTS service development.

Oversee regular audits as part of governance, quality and assurance.

Oversee datix reporting, ensuring the team identifies training needs.

Provide direct line management to the Quality Lead, Alternative Resource Manager and senior leadership to quality, governance and communications teams, setting direction and aligning workload to strategicobjectives

Person Specification



  • Knowledge and understanding of NHS (or equivalent) quality measures and improvement plans



  • Proven leadership and team management skills
  • Good knowledge and understanding of the structure, processes and functions operating within the NHS, and the impact of legislation and national initiatives



  • Independently mobile and able to travel throughout YAS in a timely manner



  • Experience of representing a service effectively, internally and externally across - front line to Board Level.
  • Significant experience of driving quality and governance standards


  • Experience of the NHS Contracts/CQUINs
