We are looking to recruit a Senior Software Developer who will form part of the Software Development Team within Digital Services. The role offers the opportunity to take a leading hand in the design, development and support of a range of software solutions used throughout the Health Board and across NHS Wales. As a senior member of the team you will provide guidance and mentorship to less experienced colleagues and work closely with Lead Software Developers, the Software Development Manager and members of the Solution Architecture team to develop robust, secure and user friendly solutions for a wide range of both clinical and administrative users.

The post offers the successful candidate flexible working conditions, primarily working from home and a career development path to Lead Software Developer roles.

Main duties of the job

Responsible for the technical specification, design, development, testing, maintenance and second line support of systems to support the Health Boards Digital Services Strategy.

Devise application level solutions for the integration of the Health Boards clinical IT systems and the development of a patient-centric electronic clinical record.

Ensure that technical development, testing, implementation and ongoing support mechanisms are adhered to as directed by Software Development Manager

Provide second line support to users of in-house and third party systems in conjunction with the IT service desk.

Communicate highly complex technologies, promoting new ways of working to all levels of staff throughout the organisation.

Work collaboratively with clinicians and managers throughout the organisation to maximise benefits to clinicians and patients.

The role requires the development of specialist and complex technical solutions to meet the Information and operational requirements of the service.

The ability to speak Welsh is desirable for this post English and/or Welsh speakers are equally welcome to apply.

Management of services, resources and policy

Assist in the development and implementation of policies and procedures to support the effective development, support and maintenance of in-house developed systems which have an impact across the organisation.

Responsible for the development of IT applications and information resources/systems across the Health Board.

Ensure that scheduled work is completed on time and complies with the agreed quality standards.

Develop software with adequate security arrangements in accordance with national and local guidance, including ISO17799, the Data Protection Act(2018), the Freedom of Information Act (2000), Informing Healthcare.

Planning

Assist in the management of the development cycle of systems in line with agreed policies and procedures.

Project product delivery dates and adapt to changes whilst meeting the expectation of the customer(s).

Perform Disaster recovery testing in line with the schedule set out in the SOPs.

Analytical and Judgemental Skills

Analyse, investigates and resolve highly complex IT systems problems where there may be no precedent set. Ability to put forward ideas to other team members whilst listening and analysing other opinions, assessing all the facts and be able to make a valid judgement to resolve the issue.

Identify and communicate potential costs of implementing software requirements to project teams.

Ensure the design of software solutions fulfils the software requirements.

Research & Development / Service & Quality Improvements

Regularly required to undertake research as necessary to understand and implement new technical concepts.

Responsibility for Human Resources

Coach junior staff in all aspects of software development.Allocate work to more junior members of staff as appropriate.CommunicationProvide and receive complex information, which involves the analysis, interpretation and resolution of highly complex concepts and problems, that requires the evaluation of a range of options/factors within peer groups.

Communicates ideas and highly complex concepts across a range of issues clearly, via presentations and during meetings, where there are barriers to understanding, in order to achieve positive outcomes

Liaise with Directorates and health partners in order to inform the development plans.Continuing Professional Development

Develop a personal development plan annually as part of the Personal Development Review process.Keep skills up to date and relevant in order to carry out appropriate tasks in all aspects of software development.Use available resources (Intranet, internet, reading materials, conferences) to keep abreast of IT developments and look for opportunities to use these developments.

Qualifications and Knowledge

Essential

  • Educated to degree level in a software development related subject or equivalent experience
  • Specialist knowledge of Visual Studio .net (Ideally having received formal or if not informal training)
  • Specialist knowledge of REST API development
  • Specialist knowledge of Microsoft SQL Server development and support


Desirable

  • Microsoft certification relating to an application development based role.
  • Excellent knowledge and expertise in the following operating systems: Windows, Unix, MacOS, iOS In
  • Good working knowledge of Microsoft Azure DevOps
  • ITIL Foundation accredited or able to demonstrate the equivalent level of knowledge, skills or experience


Experience

Essential

  • Experience as a key player in successful medium to large scale software development & implementation projects
  • Experience of supporting and liaising with users and managing their requirements and expectations.
  • Experience as a senior member of a software development team.
  • Significant hands on experience and expertise in some or all of the following development languages/environments/concepts: .net framework, asp.net, .net Core, vb.net, n-tier architecture, javascript, ajax, HTML, XML, HL7, REST API, SQL, WSDL.
  • Significant experience of working within and Agile development methodology
  • Experience of software deployment and code repository management


Desirable

  • Experience of HL7 / FIHR support and development
  • Experience of working within a Scrum framework
