Assistant HR Business Partner - Band 5 - 37.5 hours - Permanent

The Assistant HR Business Partner will support the HR Team in the delivery of a proactive, effective and high-quality Human Resource Management service to designated Divisions within the Trust.

They will support the Human Resources Business Partner in providing a comprehensive day-to-day Human Resources Service, covering the full range of Human Resource related issues across all staff groups (including medical staff).

Provide professional advice and support to managers in the handling of employment issues including the use of the Trust's disciplinary and grievance procedure, assisting with the investigation and presenting of cases, ensuring that the procedures are followed fairly and consistently and acting in line with legislation.

DUTIES AND RESPONSIBILITIES

Advise managers and staff on all aspects of the Trusts HR policies and procedures e.g. recruitment & selection, grievance, disciplinaries This will include the interpretation of terms and conditions of employment, current employment legislation and codes of practice, ensuring that good employment practices are maintained and legal obligations upheld.

Provide a full range of HR services to specific Divisions/departments advising managers on such aspects as absence management, disciplinaries, grievances, capability and performance issues. This includes managing difficult and sensitive situations, which often require tact and diplomacy.

Provide professional advice and support to managers in the handling of employment issues including the use of the Trusts disciplinary and grievance procedure, assisting with the investigation and presenting of cases, ensuring that the procedures are followed fairly and consistently and acting in line with legislation. Complex or difficult cases to be discussed with Human Resources Business Partner.

Advise managers on the management of sickness and absence, taking action as appropriate, including involvement in sickness meetings. Ensure a consistent approach so as to assist in reducing levels of absenteeism and thereby maximising efficiency.

Contribute to the development of guidelines, procedures and policies.

Support (and lead as appropriate) the distribution and communication of all revised and new HR polices and procedures, together with the organisation and delivery of appropriate training

Responsible for compiling and signing, on behalf of the Trust, contracts of employment and changes to terms and conditions.

Ensure payroll information is processed for ESR System input in a timely manner, providing advice to managers regarding the timescales and correct completion of forms.

Support managers in developing and maintaining performance review systems, ensuring that staff are regularly appraised and have a Personal Development Plan.

Support the Human Resources Business Partner in the provision, analysis and narrative reporting of workforce information for the relevant Divisional Team Meetings and any other meetings.

Foster a positive climate of employee relations, to support partnership working by developing good working relationships with representatives of Trade Unions and Staff Associations.

Promote concepts of equality of opportunity and diversity Trust-wide, ensuring that employment practices are non-discriminatory and that the Trust is fully representative of the community it serves.

Support the development of workforce performance indicators within the directorates to ensure that the department is supporting and performance managing key workforce elements within the divisions i.e. Appraisals, Sickness, Turnover, Mandatory Training compliance, etc.

Provide HR advice and support on Medical staffing issues within Directorates. Link in with relevant specialties regarding junior doctor rotas and ensuring that they are compliant with Working Time Directive Regulations and New Deal etc.

Take responsibility with the organisation of Advisory Appointments Committees (AACs) for the relevant medical vacancies.

Attend Division Management Team Meetings, Staff Involvement Forums, Performance Monitoring of Sickness Absence or other appropriate meetings in the absence of the HR Business Partner.

Assist with the implementation of national and local HR initiatives to ensure that the Trust is both fully prepared and successful in implementation.

Assist with the setting up of job matching/evaluation panels, including participation as a trained job matcher/evaluator.

Support the HR Business Partner with delegated projects on a variety of topics as and when required and appropriate to achieve the delivery of an efficient, proactive and high profile HR function.

Supervise Human Resources assistant/s on day-to-day operational issues.

Assist in the recruitment and selection process, including progress chasing and the monitoring of vacant posts from start to finish of the recruitment process. Attend interview panels as required.

Action relevant reports, including temporary contract, Professional Registration and work permit/visa expiry reports for all staff including medical staff.

Undertake various audits deemed necessary by the HR Business Partner.

Plan and organise multi-disciplinary meetings and events to facilitate awareness of Human Resources initiatives. E.g. Equality and Diversity Awareness days, HR Policy and procedure awareness events and training and development courses.

Attend, represent and take part in meetings in a formal note taking capacity, transcribing minutes for use in future processes, i.e. hearings.

Person Specification

QUALIFICATIONS

Essential

  • CIPD qualified


Desirable

  • Educated to Degree Level, or equivalent


EXPERIENCE

Essential

  • Thorough knowledge of employment law, case law and best practice
  • Demonstrate relevant experience of working at Assistant HR Business Partner (band 5) level
  • HR policy and practices within a unionised organisation
  • Experience of a range of HR procedures and practices
  • Experience of working within a HR function
  • Experience of using ESR System (or equivalent)


Desirable

  • Previous NHS/Healthcare experience
  • Designing and delivering training / staff development


SKILLS

Essential

  • Understanding of National NHS HR and workforce issues e.g. Agenda for Change, ESR etc.
  • Excellent interpersonal skills with the ability to communicate effectively at all levels of the organisation and within a multi disciplinary environment
  • A good level of tact and persuasive skills that will not antagonise
  • Well organised, ability to prioritise workload and meet tight deadlines
  • Demonstrated ability to work autonomously and as part of a team
  • Ability to analyse difficult situations and provide solutions and appropriate escalation to HR Business Partner
  • Awareness and understanding of importance of confidentiality
