Job Summary:

To manage and develop the operational and strategic management of the Supply Chain and Logistics Team across the SWL Procurement Partnership Services sites as follows:
  • Ensure the provision of a professional and customer focussed replenishment service to user departments through the local Supply Chain and Logistics Team.
  • Ensure the team is well trained and has the resources to maintain an efficient replenishment process and cost effective stock levels.
  • Maintain effective relationships with all key stakeholders.
  • Assist the line manager with managing all aspects of the NHS Supply Chain supplier account
  • Be responsible for any site-based Risk Management activity

The post holder will be expected to use their initiative and work independently with a minimum level of supervision.

  • To oversee and co-ordinate the work of the site Supply Chain and Logistics Team so as to maximise efficiency and effectiveness.
  • To monitor site activity making adjustments to workloads as necessary and provide regular performance reports as required.
  • To act as Logistics Representative for specific departments.
  • To develop site stock review schedules and monitor completion and approve relevant changes.
  • To provide support and guidance to the Supply Chain Manager, Materials Management Officers, and Logistics Team
  • To coach the site Supply Chain and Logistics Team on technical/operational aspects of the service.
  • To play a key role in the escalation of major replenishment issues between user departments, the team and suppliers.


About us

The South West London Procurement Partnership came together on 1st April 2021 as a new single procurement service acting directly on behalf of Croydon Health Services NHS Trust, Epsom & St. Helier NHS Trust., Kingston Hospital NHS Foundation Trust and St. George's NHS Foundation Trust whilst also providing services to the wider South West London integrated care system. The new service is hosted by St. George's NHS Foundation Trust.

The purpose of the new service is to deliver better outcomes for partners through delivery at scale -benefits for patients, staff and the wider health economy. The creation of the South West London Procurement Partnership is a critical foundation in developing the common infrastructure that will enable the wider place-based and system-level transformation in patient care which is at the heart of all 4 Trusts' strategic aims and support increased financial sustainability.

Main Duties / Key results areas:
  • In conjunction with the Line Manager, plan and distribute all work activities to the Supply Chain and Logistics Team for their respective site.
  • To oversee and co-ordinate the work of the site Supply Chain and Logistics Team so as to maximise efficiency and effectiveness.
  • To monitor site activity making adjustments to workloads as necessary and provide regular performance reports as required.
  • To act as Logistics Representative for specific departments.
  • To develop site stock review schedules and monitor completion and approve relevant changes.
  • To provide support and guidance to the Centrals Stores Manager, Materials Management Officers, Central Stores Officer and Logistics Officers.
  • To coach the site Supply Chain and Logistics Team on technical/operational aspects of the service.
  • To play a key role in the escalation of major replenishment issues between user departments, the team and suppliers.
  • Ensure that periodic stock reviews are completed with user departments and suppliers.
  • Where necessary provide operational cover for Logistics and Supply Chain staff during periods of leave and other absences.
  • Ensure adequate storage and materials management of ward/department stocks, including appropriate stock rotation and COSHH assessments.
  • To advise user departments on layout, storage space, shelving, storage bins, labelling of product and housekeeping of storage areas.
  • Co-ordinate all major storage layout changes or physical department relocations for Supply Chain and Logistics managed areas, ensuring that resources are available to ensure minimal disruption to the user department.
  • When required, represent the Services on Supply Chain and Logistics issues with external organisations, e.g. NHS Supply Chain.
  • To assist in the development and implementation of new systems, processes and procedures.
  • To ensure the efficient receipt, checking and marshalling of products in accordance with relevant policies and audit procedures.
  • To ensure that the Central Stores and Receipts and Despatch areas are organised effectively with regard to space requirements, segregation of product, e.g. receipts and returns, filing systems, tidiness and health and safety.
  • To ensure returns to suppliers are effectively managed, including: interpreting and identifying product codes, quantities and supplier making appropriate administrative arrangements and amending computerised and/or paper records
  • To ensure the Logistics Administrator liaises with suppliers to make appropriate and timely delivery and collection arrangements.
  • To comply with Services and department policies and procedures.
  • To lead on all Logistics-related risk management activity on site
  • To participate in training and development sessions/team meetings as required.
  • Conduct appraisals, performance reviews and one-to-ones for all site Logistics and Supply Chain Team staff.
  • Report on absenteeism, authorise holidays and ensure the well being and work-life balance of all site Logistics and Supply Chain Team staff.
  • To carry out other duties that may be reasonably required from time to time


Person Specification

Qualification and Education

Essential

  • Foundation Diploma from the Chartered Institute of Purchasing and Supply (CIPS) or an equivalent level of knowledge through experience, other courses Relevant experience in stores operations and/or materials management
  • Good general standard of education including Mathematics and English Language to NVQ 4 or relevant equivalent


Desirable

  • Studying or willing to study for full membership with the Chartered Institute of Purchasing & Supply (CIPS).


Experience

Essential

  • Devise and implement work plans/schedules. Competent in operating computerised stock management systems. Competent at leading on risk management activity. Experience of leading a team, including performance reviews and team coaching.
  • Competent in operating computerised stock management systems.


Desirable

  • Logistics experience within a NHS Trust. Liaising with suppliers


Knowledge and Skills

Essential

  • Proficient knowledge of supply chain and logistics environment. Working knowledge of stock replenishment systems. Competent in operating computerised stock ordering systems.


Desirable

  • Proficient user of all Microsoft Office packages, especially Excel and Word.

  • Good organisational skills. Ability to input, retrieve and interpret data and produce detailed reports. Good standard of oral and written communication skills with the ability to manipulate complex data. Able to handle customer queries/complaints effectively. Able to act as representative of Department and promote a positive image. Ability to assist in handling all aspects of managing a high-value supplier account. Ability to motivate others/set high standards.
