The Programme Manager will have responsibility for the day-to-day management of all operational issues within the clinical service for the DESP. They will ensure the effective delivery of services to patients in accordance with agreed objectives, targets, quality standards, controls and resource constraints.

The post holder will be responsible for implementing and managing systems and processes to ensure that all services are delivered in accordance with Trust-wide policies and the National Screening Service Specification.

The post has direct line management responsibility for the managers within the DESP and through them for the delivery and performance management of the services. In the first instance this will include the review and where necessary the development of mechanisms for performance management at the programme level and workforce development.

The post holder will work with the Clinical Lead to develop and deliver a strategic vision and ensure service changes meet internal and external expectations and standards.

The post holder will need to understand the business requirements and implement plans for service improvement using modernisation techniques and involve patients to ensure changes to services meet patients' expectations as well as ensuring the required capacity to meet key clinical performance targets.

Main duties of the job

Ensure the smooth running of the Lancashire Diabetic Eye Screening Programme, across all areas of service delivery (Clinical, Administrative and Failsafe) to ensure programme meets national standards and key performance indicators, while providing an outstanding level of care to service users.

JOB PURPOSE

DUTIES AND RESPONSIBILITIES

HR Management
  • Develop workforce plans which anticipate service changes and developments and which address recruitment, retention, and workforce supply issues to minimise the impact of these on service delivery.
  • Work with the Clinical Lead to identify requirements for posts and sources of funding and to make decisions regarding funding for upgrades and changes to roles.
  • Lead and support organisational change to ensure efficient service delivery and productivity and compliance with Trust and NHS targets this could include consultation with staff and promoting new ways of working, implementing new policies and proced.
  • Line Management responsibilities including recruitment, induction, appraisal, development and retention of staff as well as managing sickness and absence, disciplinary and performance issues that may arise

  • Service Management
  • Responsible for the day to day efficient and effective operational management of the DESP team, linking appropriately with clinical and multi-disciplinary staff in all matters affecting the delivery of core service
  • Responsible for achievement of agreed national and local service targets. To monitor performance against targets, identify areas of concern and take remedial and preventative action as appropriate putting in place plans to improve performance where required.
  • Working with senior DESP Team (senior screeners, office manager and failsafe manager) organises the clinic and staff rota on an on-going basis allocating suitable prioritisation of resources to ensure patients receive screening at appropriate intervals as defined by national requirements.
  • Responds to daily problems and ensure issues are swiftly resolved implement longer term solutions to issues raised
  • Work closely with the Clinical Lead, and DESP management team to ensure effective support services are in place for all clinical areas
  • Ensure facilities and other resources are available to meet service needs, including analysing and managing space requirements
  • Ensure all policies and procedures are adhered to as required
  • Reports quarterly to the DESP Programme Board submitting reports against national and local standards as required.
  • Submits quarterly reports to the national DESP as required.

  • Financial Management
  • Is the budget holder ensuring adherence to agreed budget plans, identifying savings and implementing plans to reduce costs as appropriate
  • Ensure the clinical team has a performance management framework that complements the Trust use of key performance indicators across a number of metrics
  • Identify cost pressures, service development and cost improvement plans, develop business cases to meet requirements and present to local Performance Review Meetings as necessary.
  • Align DESP annual business plan to that of the Trust ensuring staff involvement, in line with Trust objectives

    • Experience of Working in a Population Screening Programme
    • Experience of Managing a diverse staff group
    • Experience of delivering complex programme/project work
    • Experiance of managing in a complex change environment


    Desirable

    • Experience of report writing for a multi-disciplinary audience
    • Data interrogation and interpretation skills
