The SBU is made up of a diverse range of citywide and regional services that provide care within an evolving health and social care system. They are managed by different commissioners such as the CCG, Police, LA and NHSE, and are either on the LCH block contract or have individual stand-alone contracts of varying lengths. Some services operate core hours Monday to Friday although services are increasingly offering extended hours including 7 days and 24 hour / 7 days.

To respond effectively to such complexities the SBU requires effective service/s level operational and clinical leadership to ensure care delivered to service users is of high quality and fit for purpose.

Main duties of the job

The post holder will be responsible for the clinical delivery of services and pathways within a defined portfolio. Working closely with the SBU SMT/ Service Leads and LCH Quality / Professional / Medical leads, the post holder will provide clinical leadership and direction to the identified service area/s supporting the integration and transformation of service delivery. They will ensure that high quality and safe services are delivered efficiently and effectively.

The post holder will be responsible for supporting services within the portfolio to develop new, innovative practices and systems responding to emerging knowledge and system changes by interpreting and implementing national and local drivers.

The post holder will provide professional leadership across the SBU and organisation, working to professional, operational and regulatory body codes, standards and guidance at all times ensuring that practice is grounded in evidence based theoretical and practical knowledge.

Key Responsibilities

1.Clinical

1.1Ensures service/s across the portfolio, SBU and where appropriate organisation, provide high quality care and deliver on key quality improvements such as CQUIN, DQUIP and SDIP managing risks as appropriate.

1.2To develop new and innovative clinical pathways across the broad health and social care context

1.3Acts as a highly specialist source of information and support for other professionals and agencies across the broad health and social care context.

(Following points if relevant to job role i.e. has clinical caseload responsibility)

1.4Utilises knowledge covering a range of procedures and underpinned by relevant broad/ advanced based knowledge, experience and competence

1.5Develops and maintains new skills in practice in response to emerging knowledge and techniques

1.6Where appropriate to services delivery, demonstrates highly developed physical skills which require specific training or considerable experience to attain the level required e.g. advanced clinical assessment, clinical procedures, diagnostic tests and moving and handling techniques,

1.7Demonstrates independent practice responding to social, scientific, clinical and ethical issues which are encountered

1.13Provides and receives highly complex, highly sensitive or highly contentious information where motivational, persuasive, empathetic, negotiating and reassurance skills are required whilst demonstrating an understanding of barriers to communication

1.14Approaches each individual with care, compassion and sensitivity ensuring that these values are reflected in all aspects of the role including the management of compliments and complaints

1.15To comply with the organisations Infection Prevention and Control requirements, including bare below the elbows dress code for staff with a direct care delivery role

2.Leadership

2.1Leads the quality agenda for the portfolio area working closely with the SBU SMT.

2.2Be responsible for the clinical leadership of their portfolio, taking into account issues which impact internally and externally, proactively seeking creative solutions and sharing learning openly.

2.3Provides professional leadership across the SBU and organisation, working to professional, operational and regulatory body codes, standards and guidance.

2.4Commissions / leads/ supports investigations and performance management processes.

2.5Ensures complaints have clinical scrutiny.

2.6Ensures that a professional service and image is maintained at all time, thereby acting as a role model to all staff

Person Specification

Qualifications

Essential

  • Post graduate learning to Masters level or equivalent in relevant field.
  • If required, qualification specific to specialist field e.g. advanced assessment, extended scope practitioner qualification.
  • Leadership and management qualification.


Experience

Essential

  • Experience in the specialist clinical field.
  • Clinical and professional leadership experience at a senior level.


Desirable

  • Leading integration projects using a co-production approach.


Skills and Attributes

Essential

  • Advanced assessment, planning, treatment and evaluation skills appropriate to clinical area (if appropriate to job role).
  • Performs highly specialised tests / procedures / diagnostics relevant to clinical role to an advanced level (if appropriate to job role).
  • Highly complex analytical and creative problem solving skills in unpredictable situations.
  • Advanced workload management including delegation of tasks and the day-to-day leadership across a range of teams/services.
