The role is a senior leadership role at NBT and will require an experienced motivated individual, who enjoys a challenge and has the drive to deliver change.

The role will be responsible for the day to day management of the hospital site at North Bristol NHS Trust. The role requires clinical acumen, either through a clinical background or experience of operating in an operational capacity. It also requires an individual who can make sometimes challenging decisions to enable delivery of an overarching objective. The successful candidate will need to be able to demonstrate the ability to influence and work across specialty and professional boundaries.

Main duties of the job

The post holder is a senior member of the Trust's Corporate Operations Team and will provide both strategic and operational leadership of patient flow and site management to ensure the safe and effective use of all resources.

The Director of Operational Flow will, on behalf of the Deputy Chief Operating Officer, act as the Lead Director responsible for effective and responsive day-to-day operational management of all patient flow, in and out of the North Bristol Trust site. The role is responsible for ensuring that the organisation implements and maintains practice change to ensure that operational efficiency and flow improvements, performance targets and patient safety are the focus.

The Director of Operational Flow will be required to make clear decisions based on the challenges and barriers that are presented to them to maintain access to all areas of the hospital. The challenges will vary on a daily basis and the role requires the ability to influence and ensure completion of actions across many different professional groups.

With extensive experience of managing hospital flow and a large hospital site, preferably a clinical background, the post-holder will work closely with the Divisional triumvirates, clinical teams and the senior Corporate Operations team to support delivery of safe, high quality patient care.

The role will be the Senior Responsible Officer for the Hospital Flow work-stream in NBT's Urgent and Emergency Care Recovery and Transformation programme.

Job responsibilities

  • To lead and oversee the safe and effective day-to-day operational management of all patient flow, in and out of the North Bristol NHS Trusts sites.
  • Lead operational site management from a corporate perspective, developing cohesive site leadership team working with divisional, operational, and clinical teams, acting as the senior point of escalation, decision maker and mediator on trust-wide issues with cross divisional implications.
  • Oversee and ensure effective structures and processes are in place to ensure effective hospital representation and engagement in daily site response to operational pressures and OPEL escalation.
  • Working with Division and operational teams, develop and deliver demand and capacity site and bed management plans to ensure there is sufficient capacity on a day-to-day basis to support the Trust in achieving access and quality targets and standards.
  • To oversee the delivery of the Trusts Seasonal Plans (including winter) in collaboration with the Deputy Chief Operating Officer and Operational Planning Director
  • Initiate and lead service redesign and deliver changes to services which maximise patient flow and improve operational efficiency.
  • Prepare and present reports for Trust Committees and sub-committees, as appropriate.
  • To deputise for the Chief Operating Officer as required

Person Specification



  • Ability to provide visible Director level, strong leadership for the day-to-day operational management of all patient flow, maximising patient flow, efficiency, and operational performance
  • Ability to deliver complex programmes of work to a challenging timeframe and lead delivery of objectives by influencing teams outside direct span of authority.



  • Master's level education or equivalent relevant experience in the management of complex pathway processes and hospital flow.

  • Registered with statutory professional body - or demonstratable ability to support and influence good clinical practice.

Work Experience


  • Substantial recent experience in a management/lead role in optimising flow within complex planned and unplanned care pathways.
  • Clinical experience or credibility to lead people with clinical qualifications and backgrounds
  • Experience of using delegated authority to influence and make decisions that may be challenged by peers.
