Head of Service (HOS) for Capital is part of NHFM's senior management team and responsible to the Deputy Director.
This senior role support the DD who is accountable for NHFM's construction, strategic policy, planning, procurement, design, project management, bid management and work winning.
Take responsibility for the operation of the information systems to support these functions effectively (marketing, brand and selling the services NHFM offer).
To provide expert specialist and professional construction, design and engineering advice to other staff, directors, senior managers and customers of the organization.
You will also be professionally and technically responsible for policy development in bid / contract specialist areas of procurement, design, planning, project management and compiling business cases for approval.
Main duties of the job
HOS accountable to Deputy Director for the provision of leadership, direction and financial control
HOS is a part of NHFM Senior Leadership Team
HOS will assume direct responsibility for a core portfolio of Capital Projects and the Capital Team
Responsibility for all staffing, performance, quality and compliance issues
HOS will work closely with Trust colleagues who will act as client
HOS will foster a culture, which engages all staff - professional, front line operational colleagues and all other members of staff in the development and delivery of services.
Objectives will include responsibility or operationalizing the Strategic Plan agreed by the Board, ensuring the Service delivers in line with the contractual obligations under the Master Services Agreement (or other similar performance contracts), delivering on nationally defined quality metrics, ensuring the service adheres to all regulatory and compliance requirements and management of the budgets - capital and revenue

Manage pay and non-pay budgets ensuring that all budgets are kept within the financial limits set and value for money is obtained throughout.
Direct line management of Capital Managers and Specialist Technical Officers
Ensure that backlog maintenance is managed and prioritised against critical infrastructure and organizational priorities
Lead a team to successfully manage the capital programme
Provide expert infrastructure, construction and technical advice to deliver the capital programme.
Responsible for all external contractors and professional consultants appointed to provide service
To act as Project Manager on selected schemes. On a day-today basis act as main contractor for finance / invoicing / contracts and associated work streams.

- Highly developed specialist knowledge of management to masters level or equivalent level of knowledge and / or experience
- Specialist knowledge in Capital / Facilities Management from qualifications or experience
- For a capital role, construction professional (RIBA, RICS, ICE or similar) with considerable post qualification experience
