We are recruiting to the position ofEmergency Preparedness Resilience & Response (EPRR) Manager. This is an exciting position within the Trust and we welcome applications from those who are strong leaders with excellent negotiating interpersonal skills.

You will be responsible for the strategic and operational management of the Trust's emergency and major incident response strategies, operational plans, protocols and procedures.

You will be required to provide a central source of national emergency preparedness resilience and response expertise and the delivery of strategic leadership in all aspects of health emergency preparedness.

You will have a degree in a relevant subject or equivalent experience in and a demonstrable knowledge of health emergency planning. You will also be an advanced user of the Microsoft suite of programmes, including Word, Excel and PowerPoint.

You will need to have the ability to manage stressful situations and conversations.

Job description

Job responsibilities

  • Ensure there is an annual EPRR workplan in place with the aim of continual improvement and establishing best practice within EPRR.
  • Develop, deliver, and lead emergency preparedness resilience and response functions, maintaining and improving standards of such preparedness across the organisation and provide leadership on specialist emergency preparedness and resilience issues.
  • Responsible for the ongoing development, review and implementation of Business Continuity Management Policy ensuring relevant requirements of NHSEnglands Core Standards for EPRR and ISO:22301 are implemented as required.
  • Engage with Directors, Senior Managers and staff at all levels to ensure the Trusts achieve compliance against the EPRR Core Standards and provide assurance as applicable to the TrustBoards.
  • Develop and contribute to professional relationships within the Trusts, and with organisations/colleagues within Greater Manchester Integrated Care Board (ICB) / multi-agency partners to facilitate the continual development of local and national EPRR arrangements.
  • Interpret national and regional guidance related to EPRR to inform Trust policies and plans.
  • Provide the Single Point of Contact (SPOC) function for receipt and onward dissemination of inbound information during incidents.

  • Relevant degree or equivalent level of training and experience

  • Associate level membership of relevant professional body (e.g. EPS, BCI)


Knowledge

Essential

  • Expert knowledge & understanding of emergency planning legislation, including Civil Contingencies Act 20042
  • Knowledge & understanding of emergency planning models
  • Knowledge & understanding of NHS England's Emergency Preparedness, Resilience and Response (EPRR) Framework (2022)
  • Knowledge & understanding of business continuity management models and best practice including ISO22301
  • Knowledge & understanding of the National Risk Register of Civil Emergencies


Experience

Essential

  • Significant experience of working within a comparable role within the NHS
  • Experience of working in multi-disciplinary teams and multi-agency environments
  • Practical experience of integrated emergency management activities, including risk assessment, emergency planning, training and exercising
  • Experience in the use of Microsoft Office packages including Outlook, Word, Excel and PowerPoint
  • Experience of anticipating and assessing the risk of emergencies occurring using risk assessment methodologies
  • Experience of developing, maintaining, and evaluating emergency plans & Business Continuity Plans and arrangements
  • Experience of working in cooperation with other organisations in support of emergency planning work
  • Experience of creating exercises to practice or validate emergency or business continuity arrangement
  • Experience of directing and facilitating exercises to practice or validate emergency or business continuity arrangements
  • Experience of conducting a debrief after an emergency, exercise or other activity

  • Experience of carrying out research


Skills & Abilities

Essential

  • Understand the importance of sharing information in support of emergency planning work, in both the planning and response phases.
  • An understanding of data protection legislation in relation to emergency planning
  • Advanced IT skills
  • Excellent level of communication skills, both orally and in writing.

  • Awareness of LEAN methodology and experience of process mapping
