Reporting into the Senior Estates Manager the post-holder will predominantly manage the operations of hard services for 12 community sites owned and managed by Whittington Trust. The post holder will develop standardised practices and processes to support the delivery of modern maintenance services meeting compliant standards within a customer care focused environment.

The post-holder will be responsible for the management of hard services using a combination of Trust staff and specialist contractors. This will involve contributing to the establishment of robust service contracts for the Trust as a whole.

The post-holder will provide specialist management, advice and support on hard services across the Trust community sites, with focus on patient safety, clinician satisfaction and wherever possible cost efficiencies.

Main duties of the job

To have delegated responsibility for the management, co-ordination and monitoring of building maintenance activities using both directly employed labour and contractual services to ensure the estate is maintained in such a condition that it fulfils its functions effectively, safely, economically and efficiently, whilst ensuring compliance with statutory requirements and trust policies.

On receipt of appropriate training and appointment act as either Lead Authorised Person (AP) or Deputy Authorised Person (DAP) for a variety of disciplines, including, but not limited to:

- Asbestos

- Water Safety

- Confined Spaces

- Lift Safety

The post holder will be required to attend and contribute to Trust Safety Committees, raising concerns in the appropriate forums, accept specialist advice and own issues raised to completion.

Job description

Job responsibilities

To participate in the E& F compliance governance structure and associated performance meetings, taking a lead in individual areas assigned to meet compliance targets and KPIs.

Gather, maintain and present all compliance documentation for the Trust community sites.

Development and implementation of Estates policies, standard operating procedures and management plans relating to engineering safe systems of work complying with best practice guidance - Health Technical Memorandums.

To take ownership of investigations pertaining to health and safety and compliance issues, surrounding all areas within the post holders responsibility.

To develop contingency plans for the estate in the case of service failures to deliver a rapid response to enable business continuity during service breakdowns.

To produce and interpret complex reports from plant and equipment inspections. To document recommendations for remedial works and prepare action plans to deliver the remedial works.

Ensure compliance of the estates operational team and contractual services with all relevant statutory, legal, non-statutory and regulatory guidance as applied to the Trusts operational estate.

Direct line management of 1 x administration specialist. Although the team may develop in the future.

Managing the multi skilled engineering trades staff and contractors attending community sites.

Where necessary undertaking objective setting and appraisals, sickness return to work interviews and Occupational Health referrals, and assessing training needs/staff development.

Achieving and maintaining the required standards of conduct, attendance and job performance and undertaking Counselling/Disciplinary Hearings and issuing Written Warnings should the need arise.

Responsibility for the recruitment of staff into vacancies within the Estates Operational Team.

Support new or less experienced work colleagues to adapt to the workplace.

Responsible for ensuring that the staff have meaningful personal development plans and receive appropriate training in order to undertake the job role.

Responsible for delivering Tool Box talks and presentations to various groups to ensure appropriate training is delivered across a number of Estates disciplines.

Participation in training and development activities which are relevant to the job role.

To assist in the development, implementation and regular monitoring of a performance management system (CAFM) to be used as a tool to demonstrate continuous qualitative improvement in the delivery of the operational service.

To maintain detailed records such as work sheets, control and scheduling of planned leave and absence.

To participate in the management tier of the Estates emergency on-call rota, taking calls and coordinating the response utilising directly employed labour from the engineering tier or existing service agreements.

To control, co-ordinate and monitor pre planned maintenance and statutory inspections to ensure the estate is maintained in such a condition that it fulfils its functions effectively, safely, economically and efficiently.

To arrange and ensure that engineering services, plant and equipment is maintained and procured as required by testing, inspection and repair as necessary to ensure compliance as far as practicable with Trust Policies and Statutory Instruments.

To arrange and ensure that building stock is maintained as required by survey, inspection and repair as necessary to ensure compliance as far as practicable with Trust policies and Statutory Instruments.

Identifying and implementing cost improvement plans for engineering areas.

Write and implement specifications for Engineering Services.

To provide planned capital and revenue schemes and support in the provision of responsive maintenance, ensuring all clinical services are available wherever possible.

Ensure safe and efficient use of equipment, resources and consumables at all times.

Organise and plan own day to day workload or activities in order to meet the demands of the job role.

To support the delivery of the Trust Capital Programme by providing technical information regarding the existing estate and assisting during development of specification and designs for new schemes.

To provide support where required during enabling works and construction schemes where service alterations and modifications to existing services are required to be coordinated.

Provide reasoned and technical advice on electrical issues to the Estates Operational Manager, Engineering and Maintenance Staff.

To meet with Trust staff at all levels to arrange significant service interruptions, report completion of works, and manage final handover.

To provide planned and responsive maintenance service to ensure all clinical services are available wherever possible.

To provide effective communication with staff employed throughout the department to promote good employee relations

To prepare specifications, procure, project manage and manage delivery of minor works schemes to repair and improve the trusts engineering services. With a focus on time efficient delivery, quality of the final product and adherence to trust SFIs

To supplement Estates capital project management resources when required.

Qualifications

  • Masters degree in relevant subject (business, ops engineering management or engineering discipline)
