Manage and oversee the installation, maintenance, servicing and repair of the full range of Estates Services equipment. Perform work including activities which require comparison of a range of options, complex facts requiring analysis to resolve technical issues in complex and multifaceted equipment / situations. Responsible for ensuring safe systems of work are maintained inline with HTM and recognised codes of practice by carrying out Authorised Person Duties for Lifts, Ventilation Systems, Working at Height, Water Systems and Pressure Systems (this list is not exhaustive) following training, assessment and formal appointment by the Trust.

Undertake condition surveys, evaluating inspection reports and perform the duties of a Clerk of Works to oversee capital work across the Trust as directed by management, ensuring compliance with Trust safety standards, procedures and specifications. Plan and organise major interruptions, maintenance activities and manage work of contractors and directly employed labour. Provide practical training to others and

evaluates work. Manage directly employed labour inline with all relevant Trust Policies, carryout disciplinary and attendance management investigations providing detailed investigation/management reports. Deputise for Estates Manager (Operations) on the full range of

management duties as well as providing technical advice to other Estates staff and contractors. etc. see Job Description Attached

Main duties of the job

Manage and distribute reactive workflow across the Trust utilising the Works Management system. To communicate effectively with all stakeholders, senior managers, external contractors and agency's in relation to Estates issues utilising written and/or verbal communication methods to ensure standards of service delivery are managed and monitored appropriately at all times. To ensure that job descriptions are amended/updated to comply with the requirements of ISO9001:2000, HTMs, working practices and Permit to Work Systems Carry out induction of new starters and the training of apprentices and tradesmen/technicians as necessary. Carryout dynamic and generic risk assessments for all elements of reactive and planned work including manual handling assessments. Manage and complete electronic records for Legionella and Pseudomonas in line with HTM 04 and ACOP L8 and Trust Policy. Managing as team leader and co-ordinator across all disciplines, effectively organising resources including staff and contractors, transportation and materials (including requisition supply, deployment and security) of materials on site. The job may require other duties to be carried out, as may reasonably

required by line management commensurate with the grade of the post. Job holders are required to work in various unsavoury/restricted areas e.g. Mortuary, Theatres, Plant Rooms, Ceiling Voids, Interstitial Voids, Ducts.

Leeds Teaching Hospitals NHS Trust is an NHS hospital trust in Leeds. The Trust was formed in April 1998 after the merger of two previous smaller NHS trusts to form one citywide organisation. Leeds General Infirmary is a large teaching hospital based in the centre of Leeds, and is part of the Leeds Teaching Hospitals NHS Trust. The LGI is a specialist centre for a

number of services, including the Major Trauma Centre and hand transplants. It also provides general acute services like A& E, intensive care and high dependency units, maternity and state-of-the-art operating theatres. Two new hospitals are planned on the site. One will be a maternity unit with capacity to deliver up to 10,500 babies a year. Completion is planned between 2026-2028.

The Estates Officer shall have an electrical background and is responsible for the delivery and management of a wide range of multidisciplinary estates services throughout the Leeds Teaching Hospitals NHS Trust Estate and will also act as the Trust representative in the absence of the Senior Estates Manager (Operations) or when requested to do so as and when the need arises by Senior Estates Management. Manage and oversee the installation, maintenance, servicing and repair of the full range of Estates Services equipment. Perform work including activities which require comparison of a range of options, complex facts requiring analysis to resolve technical issues in complex and multifaceted equipment / situations.

Responsible for ensuring safe systems of work are maintained inline with HTM and recognised codes of practice by carrying out Authorised Person Duties for Lifts, Ventilation Systems, Working at Height, Water Systems and Pressure Systems (this list is not exhaustive) following training, assessment and formal appointment by the Trust.

The Trust reserves the right to require employees to work either temporarily or permanently at or from any other of the Trusts establishments at any time. carryout disciplinary and attendance management investigations providing detailed investigation/management reports.

Deputise for Estates Manager (Operations) on the full range of management duties as well as providing technical advice to other Estates Staff, Senior Managers, Clinical Colleagues and 3rd Party Contractors.

PRINCIPAL DUTIES & AREAS OF RESPONSIBILITY

procedures and paperwork are correctly carried out in accordance with relevant requirements. Act as the point of contact in the absence of an Estates Manager (Operations).

Maintaining standards of discipline and perform staff appraisals, disciplinary/attendance management investigations and associated

management cases.

Responsible for satisfactory time-keeping and conduct of staff.

Utilise works management computerised system for planned maintenance and repair work, adjusting for levels of staff and update all plant

information and records as appropriate.

Update and maintain asset information, service scheduling and produce detailed job descriptions in line with statutory guidance

Maintain and develop Health & Safety systems to meet the requirements of the Trust ensuring acceptable standards of productivity and quality of workmanship in the execution of programmes of work. Ensuring all staff observe statutory and other mandated requirements, in particular those related to health and safety.

Manage maintenance and minor capital works projects.

Organise, plan and oversee the work of external contractors.

Promote co-operation and versatility of craft technicians and departments e.g. Multi-skilling.

Ensuring training requirements in relation to craftsman/technicians and apprentices are met in accordance with guidance issued by the Trust. Learn new techniques and undergo training as necessary. Carrying out duties within the employees competence as occasionally required by the service.

Referring and reporting to immediate superior surveys and audits, such as technical and option appraisals as required. Provide first line customer contact in dispute resolutions.

Participate in appropriate on-call/shift rotas, subject to appropriate negotiations and be prepared to work such hours that may be required in an emergency.

Carry Trust communication devices to facilitate immediate response to urgent requests and emergency breakdowns. Respond to switchboard alarms. eg. fire calls, passenger lift trappings, medical gas alarms.

Carry out fault diagnosis and interpret technical information to formulate solutions to improve equipment and service performance as appropriate.

Implement policies for improvements to maintenance service

Liaison with other disciplines and departmental heads for service arrangements and access.

Organise the calibration of test equipment.

Provide conciliation report for staff monthly payment.

Work to and interpret Health Technical Memorandums (HTMs/HBNs) eg

HTM 01 (Sterilisers), HTM 02 (Medical Gases), HTM 04 (Legionella), HTM

06 - 02 (LV Safety Code) and Building Regulations as required

Use Building Management System for first line plant fault diagnosis and plant performance monitoring

Manage PPM and Day to Day duties involving the maintenance of all types of plant, equipment and installations, including boilers, water testing, stripping down boilers for insurance inspections and electrical system maintenance including fire alarm systems, batteries and uninterruptible power supplies

Manage the maintenance and repair to building sanitary, water distribution systems and Building Fabric.

  • HNC/HND in a Mechanical, Electrical or Building Discipline or equivalent experience.
