Working with the Director of Organisational Development, the post holder will have lead responsibility for the design, delivery and sustainability of all aspects of learning and development whilst ensuring that all interventions linked to these areas are strategically aligned to the Partnership's organisational priorities.

A key element of the role is to introduce, lead and evaluate the delivery of robust L& D programmes that continuously improve organisational performance and cultural transformation using cutting-edge learning.
The post holder is responsible for the successful delivery of all elements of the learning offer, which includes statutory and mandatory training, continuing professional development and lifelong learning activity.
The post holder is accountable for the Learning & Development budget and is responsible for commissioning and delivering appropriate learning and development opportunities for all staff, in line with the needs of the service and its users.
The post holder will also oversee the disbursement of study funding based on policies and procedures for which they are responsible.

- Specialist knowledge acquired through a degree and CIPD qualification or equivalent experience
- Extensive progressive experience driving learning and development design, implementation, and management of impactful learning solutions
- Management qualification or equivalent experience

- Evidence of continuing professional Development

Essential
- Ability to assimilate, analyse and interpret information and disseminate complex information and recommendations
- Advanced verbal and written communication and interpersonal skills with the ability to synthesise and articulate highly complex information and build rapport with a diverse audience
- Excellent analytical skills to understand and interpret data and policy which translate into interventions to aid workforce development
- Able to develop successful relationships with external stakeholders and work with individuals and groups from a range of backgrounds

- Understanding of Information Governance
Experience/ Knowledge

- Advanced specialist knowledge in learning and development gained in an HR function
- Experience of leading and implementing training solutions and development strategies across a multifaceted organisation to raise standards and achieve corporate goals
- Experience of being creative and innovative in the implementation of training solutions, including the use of a variety of digital learning solutions, whilst recognising the needs of the audience, accessibility, and any budgetary constraints
- Experience of managing external providers of training

- Experience of process review and improvement and an understanding of the ways in which IT applications can be used in a development and training environment
