An exciting opportunity has arisen for an experienced and forward thinking security manager for the Wonford Site in Exeter. You will be instrumental in setting up a brand new in-house security service providing relational security across the following services:
  • The Cedars - Adult mental health acute inpatient wards (x2)
  • Russell Clinic - Adult mental health rehabilitation ward.
  • The Junipers - Psychiatric Intensive Care Unit (PICU)
  • Jasmine Lodge - Mother & Baby inpatient ward
  • The Haldon Eating Disorders inpatient ward
  • The Place of Safety suite
  • Support to the Exeter Home Treatment Team and East & Mid Devon Home Treatment
  • General site security

You will be line managed by the new Health & Safety & Security Manager (once they are in post) and you will oversee the day to day running of the security service with their support. The Wonford Site Security Service will be operational between the hours of 7am and midnight 7 days per week. It is anticipated that this role will largely work Monday to Friday 9am to 5pm with some flexibility required in hours in order to ensure all security staff receive appropriate support and supervision.

You will play a key role in helping to advise on security related issues across the Wonford Site drawing on your significant experience of managing security services. Previous or current experience of working within a mental health setting / working with mental health patients is essential to this role.

Main duties of the job

You will be responsible for the day to day management of the Wonford site security service, recruiting to and supervising all security staff, ensuring they are well supported and inducted into their roles and ensuring they receive yearly appraisals.

You will provide expert advice and guidance to clinical managers across the Wonford Site on security related issues and develop any necessary new policies and procedures to support the smooth running of a new service in conjunction with the Senior Nurse Managers across the site and the new Health & Safety And Security Manager (once this manager is in post).

In the interim you will be line managed by the Adult Directorate Central Locality Manager until the Health & Safety And Security Manager is in post.

Job Purpose:

The Wonford Security Manager supports the Health & Safety And Security Manager in ensuring that all safety and security legislation is adhered to and policies and practices are adopted.

This post acts as line manager for the Security Team. The Security Manager will help plan, implement, monitor and review the protective measures that the Wonford Site is required to follow that help minimise operational losses, occupational health problems, accidents and injuries.

Duties and Responsibilities:

Communication and Working Relationship Skills:

Negotiate with managers to eliminate conflict between operational and safety considerations where there may be opposing views.

To persuade managers of the need to implement, improve and maintain safety standards that compromise efficiency of the Trust where there may be barriers to understanding.

Support the Health & Safety And Security Manager in the development and presentations of health, safety and security training.

To provide advice to the Estates department and the Design and Construction teams on Health, Safety, Security and Fire, including where appropriate on the control and supervision of contractors working on site.

Maintenance of effective communication with all clinical areas across the Wonford site, clinical teams, Ward Managers, Senior Nurse Manager, Nursing staff, Hotel Services and admin staff.

Analytical and Judgemental Skills:

Provide advice to managers on updating of risk assessments and risk registers and ensure actions plans are developed and monitored where necessary

Support managers in the development of safe systems of work. Identify improvements to working practices while considering a wide range of options in relation to health, safety and security.

Supports the Health & Safety And Security Manager in reviewing and analysing health and safety incidents and near misses, which may be complex and where necessary make recommendations of lessons learnt.

To act as a competent person on Health, Safety and Security matters by providing advice and support to the Wonford site.

Planning and Organisational Skills:

Organise meetings with managers as appropriate

Organise site wide Security training sessions

Manages own diary

Chair when asked monthly Wonford site meetings

Plan and organise the security and reception teams to ensure adequate staffing is available to meet the demands

To ensure that all staff have received monthly supervision and an annual performance review (appraisal) and objectives are met

To monitor all absences ie sick leave, Annual leave, study leave, TOIL within the security and reception teams

To report all unauthorised absences to the Human Resource Advisor

To ensure an induction process is in place for all new staff within the security team Team.

To ensure all security staff attend mandatory training.

Responsibility for Patient/Client Care, Treatment and Therapy:

Provides non clinical advice and information directly to patients/relatives or carers

Responsibility for Policy and Service Development Implementation

To support in the preparation of health, safety and security strategies and developing internal health, safety and security policies.

To review policies in relation to security issues

To implement and maintain all standards related to security across the site as identified within the Quality Network Mental health audit and the PICU designation standards.

Responsibility for Finance, Equipment and Other Resources

To ensure staffing resources are used efficiently and effectively

To monitor and access Bank staff for security and reception where required

To be an authorised signatory for time sheets

Budget estimate �6,000 non pay and �370,000 pay budget

Responsibility for Human Resources, e.g. Supervision, Training, HR Advice and Management

Ensure that managerial supervision is provided to Security staff

To provide soft cuff training, Search and Security Induction Trust Induction training across the Wonford site and Trust.

To provide key inductions for all new starters.

Responsibility for Information Resources and Administrative Duties

To supervise Security staff and ensure all processes and tasks are being conducted

Management responsibility for the control of keys issued to staff

Responsibility to ensure both teams maintain accurate records

Ensure that CCTV system is maintained (in conjunction with estates)

To be a main contact for granting access to CCTV recordings

Responsibility for Research and Development

Carry out regular audit and inspections to check policies and procedures are being complied with

Freedom to Act

Post holder has discretion to work within defined parameters and Trust policies relating to Health, Safety and Security legislation/regulations

Guidance can be provided by peers or external advisors. Clinical guidance from Senior Nurse Managers and specialist safety & security guidance from Trust lead

Post holder decides on course of action to be taken e.g. Health, Safety and Security monitoring, use of equipment, safe systems of work, decisions on appropriate equipment

Any Other Specific Tasks Required

Attends Wonford site meetings and any other health, safety or security related groups as directed by the Health & Safety And Security Manager

To be trained in and be updated as required in Physical Interventions skills

Essential
