We are looking for a Director of Workforce & Organisational Development who shares our vision, ambition and values, someone who can provide leadership to the team, develop relationships with our clinicians and partners across Swansea Bay University Health Board (SBUHB).

This role comes at a time of major changes at SBUHB and across our communities. We have an active programme of modernisation and improvement underway called Changing for the Future ,which is implementing lessons we learned from Covid, investing millions in modernising services and shaping them to meet todays pressures and future demand, improving the quality of care and outcomes and focussing on staff wellbeing and resilience.

Main duties of the job

Reporting to the Chief Executive Officer, the post holder will be responsible for the Workforce & OD function, ensuring that it serves the needs of clinical and non-clinical departments across the organisation and works in partnership with staff and staff representatives.

About us

SBU (formerly ABMU) was created on April 1, 2019 after responsibility for providing healthcare services in the Bridgend County Borough Council area passed from ABMU to the new Cwm Taf Morgannwg University Health Board.

We serve a population of around 390,000 in the Neath Port Talbot and Swansea areas and we have a budget of around �1bn. The health board employs approximately 12,500 staff.

It has three major hospitals providing a range of services: Morriston and Singleton in Swansea, and Neath Port Talbot Hospital in Baglan, Port Talbot. We run a community hospital and primary care resource centres providing clinical services outside the main hospitals. As an integrated health board, SBU has 49 GP practices in their area, 72 dental practices including orthodontists, 31 optometry practices and 92 community pharmacies.

Mental health and learning disabilities services are provided both in hospital and community settings.The Welsh Centre for Burns and Plastic Surgeryat Morriston Hospital covers not only south and mid Wales, but the south west of England. Morriston also delivers one of two cardiac surgery servicesin Wales.Forensic mental healthservices are provided to a wider community which extends across the whole of South Wales.

The Director of Workforce & Organisational Development holds a pivotal role, reporting to the Chief Executive and overseeing essential aspects of workforce management and organisational development. As one of the Executive Directors of the Board, the Director of Workforce & OD will share collective responsibility with all other Directors for all aspects of the University Health Boards (UHB) performance, strategic direction, leadership, corporate policy making and the development and delivery of Board objectives as set out in the Boards strategic and operational plans.

The post holder is an executive, voting, member of the Board.

Qualifications

Essential

  • Chartered Fellow (Chartered FCIPD) or equivalent experience
  • Educated to Masters Degree level or equivalent post graduate qualification or equivalent senior level experience
  • Evidence of Continual Professional Development
  • Evidence of recent Management and Leadership Development


Experience

Essential

  • Proven experience of working at a strategic level and contributing at a very senior level, close to or at Board level in a large complex organisation, preferably within the NHS and across whole healthcare systems
  • Extensive knowledge and understanding of the NHS, and politically astute, working effectively with key influencers to deliver across the whole healthcare system
  • Outstanding reputation and demonstrable successes at director/very senior level, with a proven track record of producing high quality results in the management and leadership of workforce and OD function in a large organisation, preferably within the NHS
  • Experience of building personal and professional credibility with Board, management and clinical teams and staff
  • Understanding of the NHS modernisation agenda and use of this knowledge to develop and implement strategy and service developments
  • In depth knowledge of key health policies, objectives and national operating framework
  • Understanding of the broader strategic and policy context for delivery of health services in Wales
  • Experience of developing and implementing corporate strategies with a track record of successes in delivering against national and local targets
