Coventry and Warwickshire Pathology Service (CWPS) have Pathology Laboratories across three Hospital sites: Coventry Hospital, George Eliot Hospital and Warwick Hospital offering services to 1.8 million patients across the region. There are also a number of stabilisation sites and phlebotomy services offered across the region including Hospital of St Cross in Rugby and City of Coventry Health Centre, where Phlebotomy and Specimen Reception services also operate as part of the CWPS Pre-Analytics Department.
Departments within CWPS include Chemistry and Immunology, Haematology, Microbiology, Virology and Molecular Pathology, Histopathology, Pre-Analytics including Phlebotomy, and Mortuary services. With a dedicated workforce of over 500 staff, CWPS provide a range of tests across many different analysers and equipment, using state-of-the-art technology and specialist techniques.
An exciting opportunity has arisen within the Pre-Analytics team for a Pre-Analytics Service Lead with specific responsibility for Phlebotomy. This opportunity is open to Nurses, Healthcare Scientists or a General Manager with proven management experience.
Main duties of the job
The role involves management responsibility of the Phlebotomy team across CWPS, and you will have direct line management responsibility of two Band 5 Pre-Analytic Lead Phlebotomy Supervisors. We provide a Phlebotomy service on Wards across our Hospitals, at stabilisation sites, community centres and home visits. You will be working alongside the Pre-Analytic Service Lead for Specimen Reception and Transport, providing cross-cover support for each other including staff management, development of initiatives to improve quality and patient care, and delivering the strategy and vision under the steer of the Network Haematology and Pre-Analytics Discipline Manager.
Under the direction of Haematology Network Manager, you will manage and administer resources across the CWPS Network and be responsible for the operational management and performance of those staff and services.
You will ensure adequate cover for service, enabling efficient and effective delivery of services across network. You will contribute towards capacity planning, objective setting and audit management of the service. You will ensure clear communication systems are in place and contribute to management of Trust KPI including management of risks.
You will participate in the investigation of incidents and complaints providing clear action plans to reduce or eliminate reoccurrence, and act as a point of escalation.

You will have Line management responsibility of the Pre-Analytics service including recruitment and selection, performance management, employee relations and workforce planning.
You will ensure that all HR policies are observed and adhered to and complete all the necessary paperwork and maintain communications with Payroll and Human Resources Department regarding personnel issues. You will also maintain oversight for training compliance.
Service improvementYou will assist with the development of an annual programme of quality improvement, incorporating project plans, objectives and any other business priorities of the service into an Annual Management Review (AMR).
You will manage and oversee the continued development of Stabilisation sites RSX, COCHC, UHCW, Warwick sites and movement of work to GEH. This will include community bleed centres and Coventry pharmacies which offer phlebotomy services.
You will lead on service improvement and change management, including staff responsibility, for new services. You will participate in user engagement around quality improvement projects.
You will review performance management across section, working with colleagues to embed a culture of continual assessment and improvement.
Managing Resources/Financial ControlYou will have delegated responsibility for management of pay and non-pay budgets in accordance with divisional and Trust policies for the division to remain in budget.
You will ensure staffing is maintained to agreed establishment, performing recruitment process as appropriate to Trust policies.You will contribute to opportunities for income generation or cost improvement, and comply with Trust standing financial instruction and standing orders.
You will be responsible for procurement of assets such as lease cars, phones and all consumables.
TrainingYou will be responsible for development and delivery of phlebotomy training strategy.
You will plan and ensure staff receive on-going training to deliver an effective service, and develop and have oversight of a local rolling training program for new and existing staff.
You will manage Mandatory Training status for the Phlebotomy Network.
