The post holder has the day-to-day responsibility to lead the Trust's Estates infrastructure and Hard FM function to ensure high quality, safe and value for money services are provided.
The post holder will also deputise for the Deputy Director of Estates and Facilities (DDEF) in all aspects of Hard and Soft FM. The Head of Operational Estates (HOE) will take overall responsibility for the scheduling of planned preventative and corrective maintenance.
The HOE will ensure estate business continuity plans, emergency response and contingency arrangements are in place and periodically tested, ensuring the operational service compliments the Estates Strategy.

Main duties of the job
The HOE will closely liaise with the Head of Capital Estates, the Head of Facilities and the site estate operational and facilities managers, to ensure all legal requirements are met, and all Responsible Persons and Authorised Persons are trained and appointed in accordance with HTM guidelines.
This role is responsible for the operational management of building, engineering and grounds / garden services for the trust and for management of the trust's estate, including staff management.

Job responsibilities
The HOE will play a key role in the Estates and Facilities Division with responsibility for managing estate maintenance, statutory compliance, fire safety planned maintenance and supporting the management of energy, estates CAFM, backlog maintenance and minor works.
The post holder has managerial, professional, and technical responsibility for the asset stewardship of the estate on behalf of the Trust.
The HOE provides a single point of contact on day-to-day estate operations matters in these areas of responsibility.
The post holder will be responsible for the operational management of highly complex buildings and engineering services that are critical to patient care and the management of the Trusts estate.
The post holder will provide highly specialist and professional estates expertise to directors, clinicians, senior managers and other staff throughout the Trust.
At a corporate level the post holder will assist the Deputy Director of Estates and Facilities to contribute to the formulation and delivery of strategic and operational objectives whilst ensuring the provision of a comprehensive and efficient estates service working on behalf of patients, visitors and staff.
Post holder also has an overall responsibility for ensuring that building and engineering maintenance, including contract work, is carried out to appropriate standards and specifications and provides expert specialist and professional building and engineering expertise to other estates staff, directors, senior management of the organisation may advise external agencies whilst also undertakes Authorised Person responsibilities in relation to specified system / services.
The HOE will deputise for the DDEF as directed to provide support / cover for managing Medical Equipment and Management (MEMS), Property Management, Capital Planning & Project Delivery and all elements of Soft FM services (Catering, Cleanliness, Portering, Waste and Linen Services).
The HOE will be expected to embrace the changes in in the delivery of health care and to identify and implement innovative solutions that support the Trusts objectives.
The post holder is required to deputise for the Deputy Director of Estates when required with regard to all matters concerning the Estate and Facilities Services.
The post holder may be required to participate in a Senior Leadership Team on call service.

Essential
- Professional knowledge acquired through degree or equivalent plus specialist knowledge acquired through post-graduate courses and preferably experience to masters equivalent level
- Membership of an appropriate professional body (e.g. IMechE, CIBSE, IET, IHEEM)

- Extensive experience of engineering / construction services / project management.
- Substantial post qualification experience in Building Services and proven experience in Estates Health and Safety Services at a senior level.
- Experience of managing a large workforce delivering maintenance services.
- Experience of Fire Code and management of fire safety with Healthcare buildings.
- Experience of management of large and small works projects using multidisciplinary teams including NHS and external consultants.
- Experience of managing external contracts and specialist engineering service providers. Understanding of public sector corporate governance and assurance requirements.
