We are looking for an experienced Governance lead who can help us develop further our operational governance arrangements across the Care Services directorate of Leeds and York Partnership NHS Foundation Trust. The post will initially be for a 22 months period with review of progress no later than 18 months after we start the programme of work.

Main duties of the job

We developed our operating structure pre Covid Pandemic and have had robust arrangements in place over the course of the last three years. We now want to review how we work so that our aspiration to make and support decisions as close to the front line as possible - ultimately ensuring that service users outcomes are improved in everything we do and how we organise ourselves. It is an unusual post with a focus on Operational Governance, but the postholder will work closely with colleagues who lead on Clinical governance. It is important that the person successful in this role can describe and understand the value of high calibre Management as a profession in the NHS supporting clinicians and enabling effective and high-quality care.

Job description

Job responsibilities

The Head of Operational Governance will be responsible for all aspects of high-quality operational governance, service development governance, management processes and arrangements across Care Services and specific functions to support the delivery of high quality, safe care for all who use the Trusts services. The individual will be required to work closely with the Heads of Operations and Clinical Leads and will report directly to the Deputy Director of Operations. In addition, the post holder will have a specific responsibility for identified strategic lead areas across the organisation in relation to the Annual Care Services Operational Report, establishing systematic ways of working and processes to support high functioning operational teams and ultimately to evidence that our services are well organised and well led.

Across service lines the post holder will design, oversee the operational governance structures. The post holder will ensure governance assurance systems in relation to these areas are robust, to promote a learning culture with continuous quality improvement and the principles of a well led organisation.

The post holder will be accountable for the delivery of the Care Services wide framework of integrated operational and management governance and quality assurance of those arrangement throughout the Trust in a coordinated, systematic, transparent and focused way. The post holder will take the lead for the development of quality improvement projects that are centered on poor compliance with the arrangements in place and with the standards set in relation to high quality management arrangements and governance.

The post holder will be accountable for the delivery of the annual Care Service Operational report engaging with people across services and with stakeholders and partners across the health and care system.
