This is a key and very senior strategic leadership role within the Finance Department and within the wider Organisation, operating immediately below the Board level, working alongside Directors and Executive Directors both within the Health Board and within external strategic partners and stakeholders.

The post-holder will operate alongside the Three Area Directors with full autonomy and responsibility for the budget and finances of the three Areas, totalling more than �400 million of direct control and influence. This �400m of budget and expenditure cuts across all aspects, services and divisions of the Health Board, and requires the post-holder to manage complex, sensitive and contentious financial information, discussions and decisions, often where there is little or no guidance and precedent.

Main duties of the job

The Finance Director - Commissioning and Strategic Financial Planning will be responsible for the provision of professional financial and business advice to the Health Board and Executive Director of Finance and for the direct management of all aspect of financial control, probity, governance and accounting systems within the three Area Teams and financial services. They will be responsible for the compliance with its financial, accounting and auditing standards and obligations and related duties.

Job responsibilities

The Finance Director Commissioning and Strategic Financial Planning, will also be responsible for all aspects of Strategic Financial Planning, including the Lead on all aspects of Finance within the 3 Year Plan (IMTP), working both within the organisation and with colleagues across other Health Boards, Welsh Government and other public Sector Organisations.

The Finance Director Commissioning and Strategic Financial Planning will ensure that the regularity and propriety of expenditure is discharged with, and that arrangements are put in place to ensure that good practice under the guidance of the Executive Director of Finance is embodied and that safeguarding of funds is ensured through effective financial and management systems.

Qualifications

Essential

  • Professional Accountancy qualifications e.g. CCAB member.
  • Evidence of Continuous professional and personal development.
  • Significant and extensive post-qualification experience at a very senior level, and evidence of formal leadership training and personal development

  • Post graduate management qualification


Experience

Essential

  • Significant operational and strategic post-qualification experience of financial and accounting procedures including financial reporting, financial systems, financial management, budgeting, audit, risk & performance management and NHS financial policies and process.
  • Extensive strategic and management experience
  • Extensive Commissioning experience at a strategic level.
  • Managing and leading a large and diverse team of staff.
  • Extensive experience and proven track record in leading and influencing across multi-disciplinary teams, and across organisational boundaries
  • Extensive experience of developing complex long term strategic financial plans to maximise the use of scarce and limited resources, where the choices will be difficult and contentious
  • Policy development
  • Significant experience of leading Budget setting and budgetary control in a large and complex organisation
  • Designing and overseeing IT & information systems.
  • Scenario planning and risk management

Essential

  • Able to communicate effectively at all levels of the organisation and externally with Welsh Government and senior leaders of other Public Sector, Voluntary and Corporate Organisations
  • Will require sitting and concentrating for long periods of time, inputting complex financial and strategic service information into the computer in order to develop the new financial strategy and planning model for the Board.
  • Able to interpret and apply NHS guidance and policy in relation to the role.
  • Able to prioritise and work to deadlines.
  • Broad range of IT skills to support strategic business development e.g. Excel, Word, Powerpoint
  • Highly developed analytical skills.
  • Highly developed negotiating and influencing skill.
  • Proven track record in the Co-ordination and implementation of change.
  • Excellent Presentation skills and ability to present on highly complex and contentious issues to a wide range of audiences, including members of the Public
  • Excellent Project management skills and experience

  • Extensive knowledge of the environment and regime that the NHS Wales operates within, and how this compares and contrasts with the regime that Strategic Partner Organisations work within, eg NHS England.
  • Wels Government and HB standards of governance, strategies, policies and plans
  • Best practice and undertaking best practice reviews
  • NHS finance policy and guidance
  • Political context of NHS funding and service planning.
  • Financial and accounting procedure and legislation
  • Up to date knowledge and awareness of National developments in health and social care
  • Understanding and application of strategic business development tools
  • Extensive knowledge of Financial management within a highly complex integrated Provider and Commissioner Health organisation
