The Business Development Team in Cornwall Partnership NHS Foundation Trust (CFT) is looking to recruit a Senior Contracts Manager. This is a key role in the team's leadership group, overseeing the Trust's approach to agreeing and managing contracts where we are either provider or commissioner.

NHS contracting was paused during Covid and the transition to Integrated Care Systems is changing relationships between organisations. Working closely with the Associate Director of Business Development, a key part of this job will be developing a contracts function that can re-establish our processes and adapt to the new context. In this challenging role and you will need to be comfortable working independently, engaging with senior internal and external stakeholders, managing uncertainty and competing priorities, and identifying when things need escalating.

The Business Development Team is an innovative and high-performing team that is at the centre of the work the CFT is doing to improve how we run our organisation. It has a strong and supportive culture and supports flexible working for all jobs and levels of seniority. Home working is common and we can be flexible on location, although you may occasionally need to attend meetings in person and regular team days in Cornwall.

Interviews will be arranged for 16th June 2023. We would prefer to interview in person but can arrange for a remote interview via Teams if that's not possible.

Main duties of the job

Leading Contracts:
  • Supporting the Associate Director of Business Development in ensuring there are robust income and expenditure contracts in place for all clinical services that the Trust provides, and commissions from/ subcontracts to third parties, in accordance with best practice and NHS policies
  • Providing expert advice and leadership with respect to contract negotiation and ongoing management of a complex portfolio of income and expenditure contracts with both NHS and non NHS bodies:
    • Working with the Associate Director of Business Development to plan and coordinate the contract negotiation process for a broad portfolio of income contracts with various commissioners, ensuring the contracts are within agreed financial parameters and have achievable quality and performance indicators, within challenging deadlines
    • Responsibility for a portfolio of subcontracts on behalf of the Trust: working with the Associate Director of Business Development to lead the process for process for negotiating, agreeing and subsequent monitoring of these subcontracts
  • Researching and stay up-to-date with latest contracting policy, guidance and best practice, and ensure that it is implemented within the trust
  • Engaging with colleagues across the trust, to build an understanding of contracting processes, requirements, roles and responsibilities
  • Working closely with the Associate Director of Business Development, Head of Business Planning, Finance Team and other colleagues across the trust.
