Job summary

We have an exciting opportunity to join our Workforce and Organisational Development team as a Senior HR Business Partner, within the role you will work closely with key stakeholders and the wider workforce team to contribute and lead on the development and delivery of our integrated plan. This is an exciting role that combines strategic and operational activity working across the entirety of the employee life cycle providing variety, challenge and autonomy within a team committed to supporting staff development.

The Senior Business Partner is a senior role within the Workforce and OD team responsible for providing assurance to all aspects of HR. The post holder will be responsible for all aspects of HR activity within the service, reporting directly to the Head of Workforce.

The post holder will also lead Business Partnering and Employee Relationsactivity through deployment within the team throughout the Health Board, this will include the following:

o TUPE & Organisational changeo Employee Relations case managemento Application of Agenda for Change terms and conditionso Workforce Performance monitoring and improvement

Main duties of the job

The post holder will:-o Understand the Health Board and its services - develop an understanding of how the Health Board operates, how it creates value, its strategic drivers, and its purpose.o Generate insight from data and evidence - using and applying evidence to support business cases, strategies and inform decision making.o Leading with integrity, consideration, and challenge - having the courage and confidence to challenge thinking and actively demonstrate Health Board and profession values in their day-to-day work.The Senior Business Partner is responsible for proactively developing strong business relationships with Directorates.Be accountable for leading the development and delivery of change and activity, managing highly complex TUPE issues, and supporting all HR activity between both organisations involved in the TUPE.Have accountability for ensuring the delivery of HR activity providing leadership and specialist advice across the Business Partner team. This will require significant knowledge and understanding of the application of employment law, providing specialist expertise in relation to TUPE, workforce planning, terms and conditions of services, recruitment, and employee relations issues.

Qualifications and/or Knowledge

Essential

  • Masters in Human Resource Management (or relevant subject or experience)
  • MCIPD Registration
  • Extensive knowledge of Agenda for Change Terms and Conditions
  • Considerable knowledge of Employment legislation


Experience

Essential

  • Considerable experience of developing and applying HR strategies, Employment Law, and policies
  • Extensive Recruitment and Selection and on-boarding experience
  • Experience/knowledge of managing a team and handling complex staffing issues
  • Experience of dealing with complex Employee Relations issues
  • Experience and knowledge of workforce planning, workforce supply and the organisational complexities of the NHS at local, regional, and national level


Desirable

  • Experience in managing budgets and implementing cost reduction initiatives


Aptitude and Abilities

Essential

  • Excellent organisational, prioritisation, analytical and planning skills with a high attention to detail and process
  • Deals with conflict proactively and positively and maintains high level performance when faced with opposition or hostility
  • Ability to analyse and interpret complex data
  • Ability to develop high quality written reports, assimilating a range of data sources and effectively interpreting and communicating the information
  • Excellent communication skills written and verbal, and the ability to build effective working relationships with people from inside and outside the organisation and at Executive Director level
  • Advanced level of IT skills, particularly in relation to Excel
