To deliver the ambitions of the C& IOS Health and Care Partnership, experienced analysts are required to support the ICS's understanding of the Health and care needs of the local population, support the evaluation of the C& IOS Health and Care Partnership initiatives and underpin evidence based decision making across the ICS for improvements to health and care and proposed changes to services.

Main duties of the job

The post-holder will help support the information and intelligence needs and objectives of the Cornwall & IOS Health and Care Partnership.

We are looking for candidates who are familiar with applying SQL queries to large data sets, who have strong experience in both data analysis and data visualisation, an eye for detail and excellent communication skills as well as the ability to be flexible in how they work.

The best candidates will have experience in analysing and interpreting highly complex datasets, presenting their analysis with a clear set of data visualisations and communicating the outputs to colleagues from varied backgrounds, across health and care. The candidates must be flexible, with the ability to adapt to working in a highly fluid environment and to collaborate with colleagues across multiple organisations. Advanced skills in SQL and Microsoft Excel are essential, and it would be desirable to have experience of Microsoft PowerBI and data modelling.

Experience or knowledge of health and/or social care services and the NHS Data Dictionary would be an advantage in this role, however, technical skills to support the continued development of the team, are more important.

Job responsibilities

The post-holder will
  • Be responsible for analysing a range of activity data, across Health, Social Care, Public Health and Primary Care, sourced from a number of information systems.
  • Work closely with the Information Specialist and members of the various Information and Intelligence Teams across the patch to provide accurate, high quality, meaningful and robust information influencing the decision making processes of both Managers and Clinicians and the planning of local services.
  • Provide analytical support and insight to the Population Health Management (PHM) agenda in Cornwall & IOS, for which knowledge and experience of GP data would be particularly beneficial.
  • Assist on specific PHM projects and analytical deep-dive reviews.
  • Reporting to the Information Specialist, the post holder will support the maintenance and development of analytical tools and information reports, using a variety of methods and software tools, including data visualisation, data analysis, modelling techniques, forecasting, Excel, SQL, Power BI etc.
  • Play a full part in the team approach, across the system, to providing information support to the Cornwall & IOS Health and Care Partnership, ensuring that systems and are in place to deliver information that is accurate and complete, within agreed timescales, to meet internal and external requirements.
  • Undertake quality checks on analysis, working closely with information colleagues, in all relevant organisations, to ensure data completeness and data accuracy as well as consistency in interpretation of definitions.
  • Uphold and work to the principles of Information Governance and Caldicott at all times.
  • Develop knowledge and understanding of a variety of datasets across different providers of Health and Care activity. This includes but is not limited to GP data, Acute Trust data, Community and Mental Health data, Adult Social Care data and Public Health data.
  • Work with customers to interpret complex information requests, ensure analysis will support their aims and, using advanced data analysis skills and statistical knowledge, produce comprehensive reports.
  • Utilise the Cornwall Linkable Dataset and various local and national systems, containing NHS and Social Care related data, to extract core datasets to meet information requirements from the Cornwall & IOS Health and Care Partnership.
  • Work as part of a team sharing knowledge and skills whilst also retaining the ability to organise and prioritise your own workload to meet all relevant deadlines.
  • Work across organisations in a highly fluid environment and be adaptable within the role, working closely with local and system-wide teams, utilising their knowledge of local conditions to inform analysis.

  • Cornwall & IOS Health and Care Partnership Leads
  • Information and Intelligence Leads and their teams, across the system
  • Deputy Directors of Finance from across the system
  • Other finance and analytical support to the ICS and organisations
  • The wider programme office (PMO) team
  • General Practice staff, such as Practice Managers and GPs
  • The GP Data Quality Leads

Qualifications

Essential

  • The following (or equivalent gained through work experience) ?Educated to degree level. (E) ?Computing related qualification (eg ECDL).
  • Educated to Degree level or an equivalent level of experience working in an appropriate environment


Experience & knowledge

Essential

  • Proven experience of working in analytical roles
  • Expert in a range of analytical techniques
  • Experienced in using Excel advanced functionality
  • Demonstrable experience in data analysis, data reporting, data visualisation and performance reporting
  • Knowledge of SQL server and Data mapping


Desirable

  • In depth understanding and experience working with health, social care and GP (Primary Care) data
  • Demonstrable experience and in-depth use of SQL server
  • Working experience of business intelligence software both from a customer and technical viewpoint (particularly SharePoint, SSRS, SSAS, SSIS, Power BI)
  • Demonstrable experience in modelling scenarios
  • In depth knowledge and understanding of Information Governance rules and regulations applicable to the NHS
  • Experience of using PowerBI


Skills & Abilities

Essential

  • Excellent level of ability with IT and advanced keyboard skills. Extensive MS Office skills (spread sheets, databases, word processing)
  • Developed interpersonal skills including, negotiating, influencing and communicating effectively with staff at varied levels of seniority
  • Ability to operate autonomously, organising and prioritising your own workload whilst retaining the ability to work as part of a team
