Job summary

An exciting opportunity has arisen to join the team of Workforce Information at Kings College Hospital. We are seeking enthusiastic individual, who is committed, technically skilled and has a strong sense of customer service.

The post holder will be responsible for delivering improvements to the way in which workforce systems are used within the Trust, ensuring the operational effectiveness of ESR and other workforce systems used across the organisation. This will be achieved through operational management, delivery of training and support strategies and the creation of a Systems Optimisation strategy that focuses on delivering improvements in an integrated way.

There will be three key strands to the role.
  • Operational management of the ESR Establishment and the related processes that support it such to ensure financial sustainability and process efficiency.
  • To lead on ESR data quality and data management improvements. Delivering results through development of strong & influential partnerships
  • Optimising the use of ESR across the Directorate and Trust.


  • Main duties of the job

    The post holder will be expected to:
    • Acts as the ESR super-user providing expert advice to colleagues. Liaise with the ESR central team for fault resolution and lead on national/local initiatives.
    • Proactivity manage the data quality of ESR and work with stakeholders to set improvement plans to address problem areas.
    • Ensure that there is a robust communication to support changes, user notices, enhancements and system fault management in relation to ESR and other workforce systems.
    • Work with system providers and internal stakeholders to scope workforce system data cleansing, support and guide other users in data capturing and cleansing activities.
    • Deliver improvements to the Establishment Control process, working with Trust managers and Recruitment colleagues to deliver improvements in LPC and A2E processing times.
    • Develop regular audits of data quality and works with colleagues within Workforce to address data quality issues with a focus on continuous improvement.
    • Leads in specifying adaptations to systems to respond to new operational requirements and to optimise benefits that the system/process can offer.
    • Lead, coach and manage the performance of the team in line with good people management practices. Ensuring excellence is recognised and underperformance is addressed.

    Job responsibilities

    Systems and Data Management
    • Responsible for the management of the ESR system and other Workforce systems and interfaces. Ensuring that it is the primarily source of accurate and up to date establishment and workforce information across all employee and systems processes
    • Ensures that protocols for system access are developed and adhered to at all times with regular audits undertake
    • Acts as the ESR super-user providing expert advice to colleagues. Liaise with the ESR central team for fault resolution and lead on national/local initiatives
    • Ensures that administration tasks for Workforce systems, their interfaces and reports are scheduled and actioned as required. Ensuring data accuracy and integrity is maintained.

    Establishment Control
    • Ensure that all changes to the Trust workforce establishment are actioned within the agreed SLAs and are processed accuracy
    • Ensure that processes around the above are understood and well communicated so that submitters understand how it works
    • Ensure relationships between HR and Finance are maintained and regular meetings take place to ensure the ESR and the Ledger is reconcile
    • Delivers improvements to the Establishment Control process, working with Trust managers and Recruitment colleagues to deliver improvements in Recruitment times


    Person Specification

    Education and Qualifications

    Essential

    • Master (or equivalent experience) in Information management, statistical or business subjects
    • Significant post qualification knowledge and experience within the area of IT, Workforce or Business Information


    Knowledge and Experience

    Essential

    • Has significant experience of working with a workforce and organisational dataset.
    • Has significant experience of working with ESR - system administration, work structures, payroll & HR admin, self-service modules, data interfaces to other systems and user access & auditing. Understanding the application and dependencies of ESR data items, including national & local entries & their mapping


    Desirable

    • Experience of managing and supporting complex database management systems in a busy, confidential setting

    Essential

    • Excellent verbal and written communications; able to communicate clearly and effectively on a range of highly complex management issues
