Soft Facilities Management (Soft FM) services represent one of the most important, non-clinical activities that the Trust must undertake, and success in these services underpins a range of statutory obligations, as well as supporting efficient and effective clinical service delivery and presenting a positive image of the Trust to patients, visitors, and staff. These services have been outsourced to third party providers for some time.

Main duties of the job

The Trust Board has recently decided to bring these services back in house when the contract with the current incumbent, Serco, ends on 30 April 2023. This role will lead on all People aspects of the transfer and transition into BAU of approximately 1800 staff into the Trust via TUPE.

Soft FM provide a wide range of services to our patients and colleagues including patient catering, healthcare cleaning, portering, linen services and uniform services.

Job description

Job responsibilities

The Senior HR Business Partner (HRBP) will providing expert advice and interventions on employment law, policy, and practice; the practical application of TUPE legislation, New Fair Deal, and employment clauses of the service contracts with the incumbent service provider, Trust policies and good practice; the planning and implementation of necessary workforce processes; Commission and interpret legal advice as necessary.

They will provide leadership on strategic and tactical approaches to workforce matters and development support to colleagues and teams to effectively fulfil their project roles and deliver a successful outcome.

The HRBP will Deliver strategic People transformation, employment law and TUPE advice to the wider Soft FM Team, including the planning, structure and schedule long term People strategies and transformation enablers that are sustainable and which support the Trust vision and objectives.

Other responsibilities include:

To lead on and support delivery on all aspects of relevant People related change management activities within timescales and budget against all schemes within portfolio.

To advocate, exemplify and consistently act as a role model by exhibiting Trust values and challenges behaviour at all levels that do not reflect Trust values.

To ensure that all People related risks associated with relevant schemes are identified, reported, and managed.

To engage with and facilitate partnership working with trade unions and other staff side partners.

Location

Your primary base will be Canary Wharf. However, there is also flexibility for you to work from home where appropriate.

Person Specification

Experience

Essential

  • Significant experience of working at a senior level and delivering to agreed targets
  • Previous experience in managing complex TUPE
  • Significant experience of managing and implementing projects in support of specific business strategies from contact / proposal initiation to final operational stage with minimal supervision
  • Demonstrable track record of strong credible professional leadership skills, including the provision of clear direction, strategic goals and motivating and inspiring others to overcome obstacles of delivery
  • Experience of analysis, interpretation and production of complex and multiple reports including financial returns.


Desirable

  • Experience of facilitating team building events or equivalent, using accredited OD/Psychological assessment tools


Skills

Essential

  • Ability to effectively communicate strategy and report progress and plans through personal representation at senior management fora and by written reports to appropriate boards and groups of staff (all levels).
  • Ability to secure full engagement and develop and maintain highly collaborative relationships with a wide range of key stakeholders at all stages of programmes and influence key stakeholders to deliver strategic objectives
  • Ability to consistently advocate, exemplify and act as a role model by exhibiting Trust values and challenging behaviour at all levels that do not reflect Trust values
  • Highly computer literate and knowledge of HR information systems


Knowledge

Essential

  • Extensive current knowledge of Employment Law, TUPE and HR best practice
  • Extensive knowledge of People planning in healthcare to include People development approaches, educational development and commissioning.


Qualifications

Essential

  • Educated to Master's degree level or equivalent experience
  • Full membership of CIPD (MCIPD)
  • Project Management qualification or equivalent experience
  • Evidenced of continuing professional development

  • Preparedness to work flexibly in order to meet the needs of the role and the delivery of objectives within programme timescales.
