Job summary

This is a fixed term / secondment post until 31/12/2023 due to funding. If you are a Hywel Dda University Health Board employee and are applying for this post as a secondment, agreement for the secondment is needed from your current manager prior to application.

An exciting opportunity has arisen for a highly motivated, enthusiastic, highly knowledgeable and innovative individual to join the Finance Directorate as a Finance Business Partner supporting two systems;

1) Pembrokeshire System - Withybush Hospital and Pembrokeshire County

2) Primary Care and Long Term Care

This unique role covers Acute, Community and Primary Care sectors which offers an opportunity to work across divisions encouraging integration and transformation of services throughout the Health Board.

The post holder will support the Senior Finance Business Partner in influencing the strategic decision making within the Health Board through the provision of highly complex business and financial advice and support to the Executive Directors, Senior Operational Managers, Clinicians and Budget Managers within their area. This role will be supported by a Band 7 Assistant Finance Business Partner anda centralised management accounting team.

Candidates should be CCAB/CIMA qualified.

Main duties of the job

  • Forward thinking: ensuring that financial forecasts and modelling are developed and embedded in the way we work, and that effective risk management arrangements are embedded;
  • Financial monitoring: resource use, including variances from budget, long term trends and projections;
  • Options and decisions: Supporting policy decisions and business cases with evidence-based financial information.
  • Financial intelligence: ensuring that value, is an integral part of our arrangements;
  • Financial governance: ensuring that arrangements are fit for purpose;
  • Whole-system: Financial consequences are considered across the organisation and within divisions;
  • Advice: Divisions are provided with sound, commercial advice.

Hywel Dda University Health Board is the planner and provider of NHS healthcare services for people in Carmarthenshire, Ceredigion, Pembrokeshire and its bordering counties.

Our 11,000 members of staff provide primary, community, in-hospital, mental health and learning disabilities services for around 384,000 people across a quarter of the landmass of Wales.

We do this in partnership with our three local authorities and public, private and third sector colleagues, including our volunteers, through:

Four main hospitals: Bronglais General in Aberystwyth, Glangwili General in Carmarthen, Prince Philip in Llanelli and Withybush General in Haverfordwest;

Seven community hospitals: Amman Valley and Llandovery in Carmarthenshire; Tregaron, Aberaeron and Cardigan in Ceredigion; and Tenby and South Pembrokeshire Hospital Health and Social Care Resource Centre in Pembrokeshire;

48 general practices (six of which are managed practices), 47 dental practices (including three orthodontic), 99 community pharmacies, 44 general ophthalmic practices (43 providing Eye Health Examination Wales and 34 low vision services) and 17 domiciliary only providers and 11 health centres;

Numerous locations providing mental health and learning disabilities services;

Highly specialised and tertiary services commissioned by the Welsh Health Specialised Services Committee, a joint committee representing seven health boards across Wales.

Person Specification

Qualification and Knowledge

Essential

  • CCAB Qualified Accountant - professional accountancy qualification plus further specialist knowledge training and experience. Membership of a professional Chartered Accounting institution.
  • Evidence of Continuous Professional Development.
  • Knowledge and understanding of improvement methodologies used across organisations.


Desirable

  • Understanding of developing best practice in the NHS within the UK nations; and of management and leadership best practice developments.
  • Keeps self informed through local and national networks.


Experience

Essential

  • Experience in a complex organisation.
  • Experience of working with Managers and Clinical Leads.
  • Experience in developing business cases.
  • Experience of successfully managing budgets.
  • Demonstrable track record of career advancement and achievement.
  • Experience of communicating, in writing and verbally, within a highly politically sensitive environment.
  • Commercially astute, able to manage the day to day business challenges while not losing sight of long term strategic goals.
  • Experience in delivering and successfully managing budgets.
  • Experience in delivering within challenging financial situations, including financial turnaround
