The following exciting opportunities are as a direct result of a large-scale 'Strengthening Operational Structures' transformation programme recently undertaken. The Programme has resulted in the development of a leadership framework that will facilitate improvements in clinical service delivery for patients within our community and support our objectives.

Birmingham Dental Hospital and Community Services has a number of fantastic opportunities for Group Clinical Managers who want to be a part of developing a new management team, focussed on delivering safe, high-quality care in the community to children, and adults across Birmingham.

Post 1: Group Clinical Manager - Group 1 Community Dental Services

These groups consists of services listed in the Appendix 1 adjoined to this job description.

Main duties of the job

The post holder will work collaboratively with the Heads of Services and Group Manager in ensuring effective clinical operational management and clinical improvement of a Group of Services within the Division. These groups consists of services listed in the Appendix 1 adjoined to this job description.

The post holder will oversee the clinical effectiveness of all services within the Group, ensuring that response to Complaints, Patient Experience and Staff Survey feedback are managed and form part of continued improvement across the Group. This information will be used by the post holder, in parallel with Incident, Safety, Safeguarding, ECI, clinical harms and the outcomes from clinical forum, to work with the heads of service and clinical teams to deliver high quality and effective care across the Group.

The post holder will work in liaison with the Group Manager and Heads of Services in rota management (including safe staffing), the delivery of activity against agreed activity plans, managing overall caseload and waiting time performance for all services within the Group.

Job description

Job responsibilities

To work with the Heads of Services in providing clinical operational leadership and responsibility for the Group of Services listed in Appendix 1.

To provide support in the overall management of budget(s) for the Group of Services listed in Appendix 1.

Work with Heads of Services to provide clinical operational leadership and responsibility for the Group, this will include clinical advice and expertise where required.

To maintain complex clinical caseload in respective clinical field where necessary, this will require the post holder to maintain own professional knowledge and personal development.

Provide clinical leadership in the development of clinical/standard operational processes, ensuring clinical policies and practices for all services within the Group are followed.

To maintain visibility within clinical areas and support staff regarding clinical matters/patient care, to ensure patients receive best possible outcomes and experience.

Where required to provide Group clinical operational leadership/support for all student and educational placements in the group of services.

The post holder will support the Divisional on call rota where requested.

In partnership with Heads of Service and operational colleagues, to constantly review and improve the Group of Services listed in Appendix 1, considering local and national guidelines and guidance from Professional Leads.

Support the facilitation of robust CIP identification, reporting and monitoring approach for the Group of Services listed in Appendix 1, liaising with Heads of Service as required providing clinical expertise to ensure that clinical outcomes continue to be delivered.

Work with the DDNT & Professional Leads to develop the strategic overview for continuing quality improvement within services, providing leadership and clinical support to clinical staff to enable change. This includes setting the direction, facilitating strategic discussion, establishing the agendas for action, motivating people and anticipating issues.

Work with the Divisional management team to develop as required new clinical initiatives and service developments to improve service outcomes for patients whilst ensuring that plans are in place to monitor on quality impact assessments.

In collaboration with the Professional Leads promote development of audit activity to enable benchmarking of services and clinical governance processes.

Ensure robust communication systems exist for the dissemination of information to Teams.

To work in conjunction with patient experience to, where able, resolve concerns and complaints both locally & formally. This may require support from wider multi-disciplinary team (MDT).

To maintain and improve clinical performance standards, in conjunction with wider clinical team by monitoring compliance through relevant clinical audits such as monthly Essential Care Indicator and Safety Thermometer audit etc.

In conjunction with the Professional Leads to ensure that clinical audits are undertaken as per Divisional clinical audit plan and to support services in overseeing improvements required where identified.

To support the Group Manager in the delivery of activity and performance of services, this will include clinical oversight of demand & capacity planning. Work with the Professional Leads in developing a clinical Strategy for the Group of Services listed in Appendix 1.

To ensure service users are involved in the evaluation and development of the Group of Services listed in Appendix 1.

Ensure in partnership with the DDNT & Professional Leads that adequate practice support is available for all relevant start groups.To lead on the recruitment and retention of staff within the Group of Services listed in Appendix 1.

To proactively identify and manage risks within the Group of Services listed in Appendix 1.

Ensure integration of governance and quality improvement processes at service level ensuring service is properly represented at Divisional Governance Committees and agreed actions are implemented.

To work with the Professional Lead(s) on the training and development of identified staff, whilst overseeing training programme for the Group of Services listed in Appendix 1.

Lead on developing Divisional reports and presentations to provide clinical assurance at various committees and trust wide meetings where required.

To lead, manage and develop a culture where safe and high-quality patient care is consistently delivered across the service function and focused areas of the Division.

In collaboration with Heads of Service be responsible and accountable for the clinical operational delivery and performance within the Group and services listed in Appendix 1.

In support of the DDNT & Professional Leads, lead and contribute to the development, implementation and evaluation of new models of care to improve service provision and deliver best value.

Person Specification

Qualifications / Training

Essential

  • Masters Degree level education or equivalent (e.g post-graduate diploma and experience)
  • Membership/Registration of relevant professional body
  • Evidence of continuous professional development


Experience

Essential

  • Significant clinical experience in relevant professional area
  • Extensive relevant experience working at senior management level
  • Extensive experience of managing budgets within financial constraints/targets
  • Extensive relevant experience of and exposure to performance setting and monitoring
  • Significant experience of line managing staff/teams
  • Experience in preparing reports to be presented to senior level stakeholders and committees
  • Significant experience of utilising information technology tools/ programmes to manipulate, analyse and present information to be distributed to senior level colleagues
