This is an exciting opportunity to join the Chief Medical Officers / Chief People Officer team at North Bristol NHS Trust. The People Business Partner for Medical Workforce is an important and integral member of team providing a strategic Medical Workforce OD focus and direction to support the delivery of the highest quality patient care and efficiencies. This is a key role in enabling change and the right people support for our managers and staff as well as a core role for HR professionals to develop and grow their wider practice in a diverse, complex and large organisation. Main duties of the job

Reporting to the Associate Director of Medical Workforce the People Business Partner (Medical Workforce) is an important and integral member of Chief Medical and People Officers teams. They will work proactively with the Chief Medical Officer, Associate Director of Medical Workforce and deputies and other senior stakeholders to support the forward planning, transformation, engagement and performance of the medical workforce, embedding good people practice and raising medical professionals' management capability within the Trust. They work closely with the senior Divisional management teams, Director of People, Divisional People Partners, AD of Strategic Workforce Planning & Resourcing and other colleagues to develop and implement initiatives that support the delivery of the Trust, national and BNSSG Medical Workforce and wider People Strategies.

The post holder will lead on Medical Workforce priorities and OD in the Trust - providing expert advice and direction to Divisional People Partners on people/workforce planning/employment law issues in relation to medical workforce within the Trust.

The People Business Partner will influence and drive, the Medical Workforce Strategy, organisational design and workforce plans, supporting delivery against the Trust Clinical Strategy.

Job responsibilities

Strategy:

The post holder will understand and translate the Trusts key drivers and challenges to enable strategic medical workforce planning and delivery of an effective people strategy aligned to business strategies and Trust objectives.

They will contribute to the achievement of the Trusts strategic goals and priorities by ensuring that people policy, practice and delivery are co-ordinated, effective and strategic.

Workforce Planning and resourcing:

Provide strategic, specialist advice to the Chief Medical Officer on the workforce impacts and implications of short to long term business planning, enabling the Trust to meet present and future business challenges and provide best quality patient care which meets financial targets.

CMO office and Trust Responsibilities:

As a member of the Core Team CMO team contribute to the development of the Medical Workforce strategy, business plans, project management and operational decision-making, which enable CMO and People team aims and objectives to be achieved.

As a senior member of the Chief People Officers portfolio, contribute to the development of the people strategy, function and policies, strategies and business plans which enable Divisional and Corporate aims and objectives to be achieved.

Deputise as appropriate for the AD of Medical Workforce, primarily on workforce issues. As a member of the CMO office, represent the team at other meetings as necessary across the Trust.

Take the Trust medical workforce lead in major projects e.g. service transfers, Trust-wide consultations, including taking an active part on project boards/ teams.

Local workforce strategies and plans

To work in partnership with managers in allocated divisions/corporate areas to establish the medical workforce strategies and plans necessary to support.

To contribute to the Consultant Job Planning cycle, ensuring Divisional People Partners are supported with the alignment to Divisional business/ workforce plans and ensuring timely production of Job Plans.

Ensure Divisional People Partners have the skills, knowledge and tools to ensure appropriate action is taken to achieve compliant junior doctors rotas, including workforce redesign and skill mix.

People / HR Practice

To champion best practice people management. Influence key business decisions to ensure the effective management of staff through the fair, efficient and pragmatic application of best practice; this will include the training and coaching of business managers in people/medical workforce policy and practice and the monitoring and development of best practice to embrace diversity in the workforce.

Provide advice as required to the members of the Chief Medical Officer and Associate Director of Medical Workforce and line managers on areas including; People strategy, policy and issues including very complex cases.

Person Specification

Qualifications

Essential

  • CIPD Qualified and Chartered Member of the CIPD.
  • Evidence of Continuing Professional Development as a HR Practitioner


Knowledge

Essential

  • Significant operational HR/People experience with experience of developing the workforce aspects of strategic and operational business plans which include workforce planning and design
  • Evidence of leading the workforce elements of key organisational change programmes and devising people solutions which ensure consistency. Experience in relation to medical workforce is desirable
  • Experience of developing and implementing People policies - covering organisational development, including supporting / completing management investigations, grievances, discipline, appeals, performance management, capability and organisational change (redundancy


Desirable

  • Experience of using Maintaining HIgh Professional Standards for Medical staff

Essential

  • Excellent verbal and written skills where sensitive and contentious information is being given.
  • Evidence of ability to act as a role model for staff and advocate best practice across the organisation which promotes equality, fairness, dignity and respect and embraces diversity
