Job summary

Swansea Bay University Health Board is responsible for delivering healthcare for South West Wales and provides tertiary, acute, intermediate, mental health, community and primary care services.

The post of Head of Engineering is an exciting opportunity and we are looking for a dynamic, innovative, skilled and inspiring leader.

Reporting to the Assistant Director, you will have significant authority in leading and managing the Engineering capital development process. You will be the second most senior professional in the department, demonstrating specialist engineering knowledge in complex capital projects and management of compliance. You will be responsible and accountable for the production and delivery of the organisation's engineering capital investment strategy and programme. You will liaise with senior colleagues across the organisation to ensure that this reflects the strategic direction of the Health Board and our partners.

You will have the responsibility for ensuring that the engineering service and the capital agenda are mutually reinforced at both strategic and operational levels. You will foster relationships with a wide variety of clinical and non-clinical staff and work alongside partners such as Welsh Government, Local Authority other Health Boards, technical and professional organisations.

You will have a track record of delivery and leadership and will have the ability to lead and manage engineering change and compliance in a challenging financial climate.

Main duties of the job

Management and delivery of all capital projects for Swansea Bay University Health Board (SBUHB), with a discretionary value up to �4m and Welsh Government value above �4m, on time, within budget, to the required quality, within the overall context of the Health Board's clinical and estate strategies.

The post holder will take the lead role in ensuring that the Capital Department is the centre of engineering expertise for SBUHB and will be responsible for ensuring that a range of advice services are available to ensure project compliance and support the achievement of the strategic objectives.

They will be accountable for the production and delivery of engineering projects compliance and capital investment strategies. They will provide full line management accountability for all associated staff / external resources.

A high level of specialist knowledge and significant experience of specialist areas and functions will be required.

The post is the second most senior post in the department and therefore operates as a central source of guidance for other capital staff.

Qualifications

Essential

  • Chartered Engineer which requires an accredited bachelors degree with honours in engineering or technology
  • An appropriate Masters degree accredited by a professional engineering institution, or appropriate further learning to Masters level.
  • A corporate membership of a recognised engineering institution is also essential


Desirable

  • An appropriate management qualification.


Experience

Essential

  • Relevant experience of working in a senior position within an estates environment.
  • Experience of managing staff
  • Significant appropriate experience at a senior management level preferably in the NHS or public sector
  • Significant appropriate experience working within an engineering environment at a senior level across a broad range of areas.
  • Experience of undertaking financial planning, service developments and developing and implementing strategy


Desirable

  • Experience of working at a regional or national level.
  • Experience of producing, national estates policy
  • Experience of working for a quality assured organisation.


Management and Leadership

Essential

  • A thorough understanding of the impact of the estate upon an organizations ability to deliver corporate objectives.
  • Good leadership and interpersonal skills are essential.
  • Strong communication skills verbal and written to convey complex technical issues to technical, clinical and general audiences.


Desirable

  • Knowledge of the estates policy and guidance framework within the NHS in Wales.
  • Understanding of the complex nature of the NHS environment.
