Job summary

The role is responsible for the management and analysis of data and information across the Income and Costing departments at the Trust, ensuring that all data required by the teams is received, processed and utilised in the most effective and efficient way possible to enable the teams to complete all tasks to deadline and provide a high-standard support function to the Trust's clinical and corporate care groups.

The post holder will provide income and costing analysis and insight to the finance and clinical divisions using dashboard tools. This will include knowledge of using complex data from multiple sources, interpreting the analysis to determine conclusions, significance and implications of the findings. A key function of the role will be the prioritisation of requests for information, building and managing of the data warehouse reporting structure, performing the required analysis, and producing meaningful outputs and interpretation of both routine and ad-hoc reports. This may involve resolving complex queries where there is a range of possible answers and communicating these complexities to non-information specialists.

Main duties of the job

Apollo Programme
  • Work alongside the Apollo programme team, BIU, Contracts and service managers to ensure complete and accurate migration and re-writing of data feeds, processes and stored procedures within the Income & Costing departments and to all associated reporting systems
  • Ensure any data changes and issues are communicated to Income and Costing leads and work with all relevant stakeholders to minimise impact.
  • Identify potential reporting and data collection benefits presented by the EPIC system and ensure that all steps are taken to incorporate into Income and Costing procedures where they are of benefit.
  • Keep up to date with ongoing programme and system developments and provide regular reports to Income and Costing leads.

Job responsibilities

Information Management
  • Explore and incorporate information and data feeds, both internal and external, to produce a more comprehensive, value-added reporting structure, framing income, cost and activity using a variety of patient-centric metrics.
  • Support Income and Costing teams with day-to-day information and data requests and support development in knowledge and skills of SQL, PowerBI and other relevant tools
  • To be the information and data quality lead for Income and Costing, including the creation of systems to monitor data quality and provide data quality reports to Income and Costing leads. Work with information asset owners and other stakeholders to resolve any issues arising.
  • Support the Finance Business Partner Costing in maintaining the costing software scripts, implementing recommended updates and developments to enhance the accuracy of costing information, adherence to standards and depth of reporting for PLICS and NCC data.
  • Identify synergies in the management and handling of activity between the Income and Costing departments and optimise processes accordingly
  • Maintain and communicate the organisation's strategy for managing information, ensuring that uniformly recognised and accepted data definitions and standards are developed and applied.
  • Contribute to the development and enhancement of the Data Warehouse reporting environment, devise appropriate, processes, data schemes and reporting tools and techniques.
  • Adapt and redesign information systems to meet the needs of the service whilst maintaining the principles of professional standards and clarity of purpose.
  • Advise on available information to support the operational and business needs of customers, including the introduction of new and developing services and systems, new mandated datasets and information returns.
  • Use best practice to enhance existing datasets and develop new data collections to support the changing information needs of customers. Identify the impact of relevant statutory, internal or external regulations on the organisation's use of information and develop strategies for compliance.
  • Identify areas of weakness in availability, delivery and quality of information and suggest strategies for resolution.
  • Critically analyse data and follow up queries and inconsistencies with data providers and take appropriate action to ensure the integrity of the information process is maintained.
  • Exhibit flexibility in order to allow for changes in format, lack of data and delays in receiving requested information.
  • Ensure that all information is subject to standard quality and checking procedures, maintaining and enhancing the relevant documentation to contribute to the knowledge management and sharing within the team.

Data Management
  • Plan effective information storage, sharing and publishing within the organisation.
  • Assess issues which might prevent the organisation from making maximum use of its information assets.
  • Supervise the further development of the data management and analysis systems.
  • Create systems and templates to make future analysis easier.
  • Contribute to the development of data sets and processes, communicate with users to ensure data reflects information needs.
  • Develop a detailed understanding of data quality issues and ensure systems are in place to identify potential issues early, report them and work to understand and resolve.
  • Liaise with customers to design, scope, analyse and interpret information for specific projects.
  • Propose changes to improve existing systems in terms of quality, timeliness and reliability of data.
  • Work, store and transmit data in accordance with data protection, Caldicott Guardian, freedom of information systems and confidentiality principles.


Person Specification

Qualifications

Essential

  • Educated to postgraduate degree level in a suitable technical discipline, or possess an equivalent qualification, or relevant experience
  • Experience of leading systems development activity
  • Extensive experience of software architecture and development, technical support (including performance monitoring) and technical assurance in a complex technical environment.
  • Experience in design, code, test, correction and documentation of large and/or complex programs and program modifications


Desirable

  • Relevant technical qualification for accreditation
  • Understanding of the data requirements laid out as part of the NHSEIs Costing Transformation Programme and National Cost Collection
