Job summary

The IM&T Business Manager will support the Chief Business & Governance Officer in the development and delivery of a business strategy to ensure the operational delivery of effective IT and Information Services for University Hospitals Plymouth NHS Trust and external organisations for which managed services are provided.

Key aspects of the role are:
  • Leads on business relationship matters including establishing and maintaining a constructive relationship between the IM&T service and service customers, based on understanding customers and their business drivers.
  • Supports the development of IM&T strategies.
  • Ensures sound financial management of IM&T investments and operational budgets.
  • Leads the Business Services function providing high-quality business services to the IM&T department.

***Preference will be given to internal Trust staff, as well as 'Priority' and 'At Risk' status including NHS At Risk staff throughout Devon who are able to display recent relevant experience as dictated by the Person Specification.***

Main duties of the job

Job responsibilities

Strategy
  • Support the Chief Business & Governance Officer in the administration of the production and development of the IM&T strategy documentation as part of the overall IM&T Strategy including collation of input from the various IM&T sections.
  • Support the IM&T Senior Management Team in planning projects which impact across the department & organisation, delivery of IM&T services for own area; contributing to medium term IM&T strategy.
  • Lead in the development of processes for continual IM&T service improvement including the evaluation of IM&T services, input to the design of services and specifically for the transition of changes to operational services.

Financial Management
  • Responsible for the administration of annual business planning activities, ensuring alignment to short medium term IM&T and Trust wide Digital strategies.
  • Manage the collation, monitoring, and reporting of IM&T capital and revenue budgets for University Hospitals Plymouth NHS Trust.
  • Ensure a high standard of financial management, including the verification of all IM&T business services expenditure.
  • Manage effective IM&T business services purchasing for the Plymouth IM&T Service.
  • Budget holder for the Technology budget at a value of �500k.

Business Relationship Management
  • Establishing and maintaining a constructive relationship between the IM&T Service and service customers based on understanding the customer and their business drivers.
  • Negotiating and agreeing levels of service to be delivered with service customers (either internal or external); formally documenting these levels of service in service level agreement documentation (SLAs).
  • Maintain productive working relationships with IM&T service customers, including external organisations.
  • Communicates complex IM&T and corporate issues to non-IM&T managers.
  • Co-ordinate and manage the transition of the IM&T service to an IT Infrastructure Library (ITIL) model, including the administration, development, and implementation of Service Level Agreements and Customer relationship management.
  • Ensuring that service reports are produced for service customers and that breaches of SLA targets are highlighted, investigated and actions are taken to prevent their recurrence.
  • Ensuring that service performance reviews are scheduled, carried out with customers regularly and documented, with agreed actions progressed.
  • Ensuring that improvement initiatives identified in service reviews are acted on and progress reports are provided to customers.
  • Managing customer complaints including their recording, management, escalation (where necessary) and resolution.
  • Measuring, recording, analysing and improving customer satisfaction.
  • Ensure best practice customer relationship management principles are utilised in the continual improvement of the IM&T service.

Business Services
  • Implements Business Services policies and procedures; proposes changes to and redesigns local IM&T policies and procedures, which have an impact in other areas.
  • Line manage the IM&T Business Services Team Manager, responsible for a team of 6.56 whole time equivalent staff.
  • Ensures the Business Services Team Leaders provide a high standard of IM&T business services management ensuring all records are maintained.
  • Ensure the expected standard of performance is set, achieved and maintained from the Business Services function; Analyses complex problems relating to Business Services; makes judgements regarding allocation of resource for IM&T work


Person Specification

Experience

Essential

  • Graduate calibre professional with significant experience of working within a business role
  • The necessary management skills to implement action plans for IM&T business services
  • Demonstrable experience of delivering customer relationship management methodologies in an IM&T environment
  • Previous demonstrable experience of staff management and development


Desirable

  • Awareness of NHS Digital strategies and long term plans
  • Demonstrable experience of working in a multidisciplinary team


Qualifications

Essential

  • Degree in Business/Management/ICT related subject, or equivalent demonstrable experience


Desirable

  • Health Service Related Management Qualification
  • ITIL foundation / PRINCE2 / MSP Qualification
