The Head of Education, Learning and Development is a broad and varied role providing leadership for the provision of innovative and research-led education and workforce development.The role exists to ensure the development of a highly motivated, skilled and engaged workforce committed to delivering our vision of best care for everyone.

The post-holder will be able to work autonomously, but also require strong, productive working relationships across the Trust and with ICS and education partners, being a visible, accessible and authoritative presence.

The post holder will lead the service comprising part-time, full-time, permanent and short-term contracts in a range of roles including Education Systems, Statutory and Mandatory Training, Corporate Training/Moving and Enabling, Resuscitation and Simulation, Digital Education, Library and Knowledge Services, Professional Education Practitioners, Practice Education Facilitators, Trainers, administrators and apprenticeship/work experience leads.

Lead several ICS and HEE education projects.

Management of related educational budgets.

Integration of Simulation Based Education into Non-Medical education and development is also integral to this role, along with developing new and exciting opportunities to widen participation to education and development.

Main duties of the job

- Influence, shape and deliver our strategic People and OD objectives and ensure GHFT delivers on the NHS People Plan.

- Oversee a comprehensive education and training offer for our workforce, including supporting the Associate Chief Nurse for Workforce and Education to ensure the needs of the registered workforce are met.

- Lead/manage education teams /StatMan training, Digital & Technology Learning, , Apprenticeship and Careers, Professional Education, Resuscitation and Simulation and Corporate Education.

- Manage, monitor and report on several education budgets, comprising GHFT funding and annual funding from other sources to meet in-year national and local priorities, in particular from Health Education England. Ensure annual budget balance with both CIP savings on internal budgets as set in the annual budget-setting exercise and time-driven spend as funds come in to the Trust late in the financial year.

- Horizon scan and keep up to date with latest Health Care and Health Care Education developments in order to identify implications for the Trust advising, on current and future education and training requirements and negotiating and agreeing education and training services, plans, provision and resource allocations via People and OD Delivery Group and / or commissioning bodies

- Lead in-year and longer term education projects with and through the One Gloucestershire Integrated Care System.

Job responsibilities

The Head of Education, Learning and Development is required to:-

- Communicate effectively and productively with a range of staff at all levels in the Trust as well as with our partnering organisations in health and education. This includes business cases, formal committee reports, formal presentations to large numbers of people, team development and one to one interactions.

- Work collaboratively with the Associate Chief Nurse (Workforce and Education).

- Work as an effective member of the wider Education, Learning and Culture portfolio, and specifically build and maintain a productive relationship with the Head of Leadership, OD and Staff Engagement to ensure delivery of a high quality leadership development offer.

- Build and maintain positive and productive relationships both in the achievement of objectives and as an educational lead/advisor for Divisional Directors, Senior Clinical leaders/managers at all levels in the Trust.

- Build and maintain effective partnership working relationships with Higher and Further Education Institutions, Health Education England, Professional bodies such as NMC and HCPC, accreditation award bodies and other education/training or apprenticeship providers.

- Build and sustain successful working relationships with colleagues in other Health Care agencies to foster a strong ethos of partnership working and support the achievement of One Gloucestershires ICS Strategic Transformation Plan

- Build strong networks with other Education leads in Health Education England.

KEY DELIVERABLES

- Provide high quality on-boarding including student and work experience placements and a range of career pathways to attract and retain staff as aligned to Long Term workforce plans.

- Lead the development, provision and continual improvement of appropriate, high quality CPD activity - both in-house and with our HEI colleagues

- Continue to build on our successful apprenticeship offer in support of the development of our future workforce and in partnership with our Integrated Care System (ICS) colleagues.

- Influence and/or collaborate with internal and external education leads education providers, subject matter experts, heads of profession, heads of service and other key stakeholders to support achievement of the Education, Learning and Development Strategy and Plan.- co-ordinating and managing projects that cut across professional and organisational boundaries

- Develop, approve and/or manage Learning or Service level agreements and / or tender, negotiate, agree and manage contracts with external education and training providers ensuring value for money and achievement of required learning outcomes and contractual obligations

- Ensure that external and professional standards relating to Education, Learning and Development are met e.g. Education Outcomes Framework, CQC and contribute to GHFT achieving our ambitions of an Outstanding rating with CQC and our Pathway to Excellence.

- Ensure that induction and mandatory training systems and processes are compliant with internal and external assurance requirements and balance with protecting staff time to care (undertaking no unnecessary StatMan training).

- Seek opportunities to generate income aligned to in-year priorities through the development of strategic alliances and partnerships with external stakeholders such as Health Education England and higher education institutes.

- Design, deliver and evaluate departmental activity that supports the GHFT Operational Plan, Trust Strategic Objectives and aligns to the continuing transformation of GHFT and its services.

- Work with the Associate Chief Nurse for Workforce and Education and wider Education and Development team and Trust leaders to lead on the development of career pathways for our non-medical workforce from apprenticeships to post-registration, ensuring a pipeline for our future workforce that particularly targets our workforce shortages and gaps.

- Lead the opportunities presented through the Apprenticeship Levy to increase the numbers, range and quality of apprenticeships at all levels in our Trust, and as informed by the workforce plan.

- Engage and collaborate with other local organisations, HEE South, One Gloucestershire ICS and other relevant regional and national teams to develop Education and Development strategies within the health community and deliver the Long Term Plan.

- Provide activity and quality assurance to GHFT/HEE/ICS reporting and recording processes through Board/Committee papers and regular data returns.

- Ensure the continual improvement of the professional education & workforce development service through the research, introduction, development and evaluation of service delivery processes and methods.

EDI

- Ensure that all education and training provision pays explicit attention to the EDI agenda, is in line with the EDI strategy, and is evaluated to ensure its effectiveness in this regard.

Professional practice

- Ensure educational practice is evidence based or peer reviewed best practice

- Be competent in the use of all relevant Trust IT systems

- Demonstrate an awareness and understanding of Accountability, responsibility and Duty of Care and work towards the provision of support and education for less experienced and non-registered staff on the implications for practice.

Leadership and management

- Set the strategic direction of the education service aligned to NHS and GHFT priorities.

- Provide strong, compassionate leadership to the Education & Development colleagues.

- Comply with Trust and Departmental policies and procedures e.g. Health and Safety at Work Act (1974), Manual Handling, risk management, Data Protection Acts and patient confidentiality at all times.

- Investigate and action as appropriate near misses and untoward incidents, complaints, injury or errors as detailed in the departmental and Trust protocols. Assist lead staff in investigating incidents as required.

Education and training

- Demonstrate strong leadership in the field of healthcare education and development

- Demonstrate a commitment to research based practice and clinical and educational excellence in all service provision.

- Lead in the introduction of research based change to improve patient centred care.

- Remain up-to-date and a strong positive role model in all mandatory training and appraisal reviews as required for self and the team.

Improving quality and developing practice

- Regularly review the service provision to ensure it remains relevant, innovative and underpinned with research in support of our Trusts aspirations to achieve an Outstanding CQC rating and excellence in education as a University Hospital or to achieve Pathway to Excellence.

- Actively promote the Gloucestershire Quality and Service Improvement Academy throughout the Professional Education and Workforce Development team at Bronze, Silver or Gold levels.

- Introduce innovative ways of working to the service that incorporate digital technologies this with a view to streamlining, simplifying, achieving cost-efficiencies or making the learning process more enjoyable and effective for our workforce.

- Write, maintain and ensure implementation of relevant policies/protocols/ guidelines relevant to the education, learning and development.

- Openly question and challenge practice in a constructive way so that standards of patient care are continually evaluated and improved.

Person Specification

Qualifications

Essential

  • Masters level degree/Level 7 qualification or equivalent experience
  • Evidence of ongoing professional development through maintenance of professional portfolio and registration revalidation if needed


Desirable

  • Professional qualification - in healthcare leadership or education/development


Experience

Essential

  • Experience of successfully working in a senior leadership role in an NHS provider organisation (demonstrate high performance/ achievements)
  • Appropriate years' experience in healthcare education, working at system level with HEIs, partners across the ICS/region and HEE - both regionally and nationally.


Knowledge/ Skills

Essential

  • Set, lead and deliver on strategic objectives for both Trust and ICS
  • Personally resilient and able to manage complexity and work in an ambiguous or changing environment
  • Demonstrates ability to maintain and contribute to the development of standards of practice, conduct or decision making in conjunction with team, service leads, Executive leads and Educational colleagues
  • Able to prioritise and monitor workloads to ensure delivery of strategic objectives and in-year needs


Desirable

  • Lead on the development, implementation, monitoring and evaluation of policies/protocols/ guidelines relevant to area of practice
