Job summary

A vacancy for an experienced Facilities Governance and Compliance Manager has become available in the Facilities Directorate of Cwm Taf University Health Board.

The Facilities team provide a range of services across the Health Board which include operational teams providing catering, housekeeping and porter services, and the Facilities Hub team who provide Technical services (waste and transport management, Grounds and Gardens, Switchboard and administrative services), business management, Catering compliance and Governance and assurance.

The post holder will report directly to the Assistant Director responsible for Facilities providing detailed reassurance on the Directorate Governance, Compliance, Training and Audit Services Performance including Health and Safety and Risk. The post holder will provide specialist and professional advice and work to actively deliver the objectives of the Directorate, by providing professional, helpful and considered analysis to support Governance, Compliance, Audit and Service priorities, making use of intelligent information from a broad range of data sources.

The position is full time and is based at Royal Glamorgan Hospital. The post holder will be required to work at other sites across the organisation to attend meetings, complete audits and to support our services.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Main duties of the job

Working as part of a senior management team provide specialist and professional advice to Facilities Directorate staff, Director and Assistant Director, Heads of Departments within the Directorate on matters relating to Facilities and Hotel Services Governance, Compliance and Performance.

Provide effective governance, compliance and performance business services for the Directorate, setting and supporting the performance measurement agendas, ensuring the business and governance needs of the Directorate, statutory and mandatory requirements etc. are measured and met to agreed deadlines.

Support the operational delivery performance of Facilities services to meet the strategic objectives and operational plans ensuring that high quality, standards and safe Facilities services are maintained in accordance with Health and Care Standards for Wales. Provide professional, helpful and considered analysis to support Governance, Compliance, Audit and Service priorities, making use of intelligent information from a broad range of data sources.

The post holder will also provide support to audit and scrutiny of the Health Board accreditation to ISO 14001:15 Environmental Management compliance including, where necessary, working with colleagues and departments outside of their direct responsibility and other Health Board departments where environmental management and training compliance is required to be maintained.

Job responsibilities

The post holder will;
  • Actively review a broad range of departmental practices to confirm they remain appropriate and, where identified, introduce modifications to deliver effective governance, performance/compliance/financial/service benefits. To develop the governance, compliance, audit, training and performance functions in jointly delivering the short, medium and long term targets.
  • Monitor, scrutinise and project manage the development, content and implementation of a range of policies and procedures within areas of governance, compliance, environmental management ISO 14001:15, the CTM Facilities Decarbonisation Strategic Delivery plan, biodiversity, health and safety, corporate health standards and performance relevant to, and for, the Facilities Directorate.
  • Lead on the management and continued implementation of the Health Boards Environmental Management System to ISO 14001:15. Be responsible for the chairing of the UHB environmental management performance meetings, preparation of business plans, compliance plans and statistical information, and for all aspects of the Facilities Directorate governance, compliance, health and safety and performance area.
  • Ensure the development and maintenance of electronic records management systems, to comply with legislation and facilitate an effective and efficient approach to facilities business monitoring and management.
  • Hold accountability for the governance and compliance information systems utilised within the Unit to performance manage Facilities Services. This involves ensuring the information contained within the system is up to date by completing systematic quality checks and audits to ensure accuracy within the system.
  • Act as line manager to the Audit and Compliance Support Officer, and ensure that the post holder is aware of, and implements the policies and procedures of the Health Board.


Person Specification

Qualifications/ education

Essential

  • Highly developed and specialist knowledge of Governance, Compliance, Environment, Health and Safety, mandatory training, audit and data analysis, gained through relevant Post Graduate qualification or equivalent combination of education, knowledge, skills, and experience
  • Knowledge of developing ISO 14001; 15 standards in large and complex organisations.
  • Recognised Audit qualification eg. 9001internal auditor certificate


Desirable

  • Risk Management qualification in managing Health and Safety.


Experience

Essential

  • Previous experience of developing and successfully implementing Systems i.e. Governance, Business management, Informatics, Environmental and Performance
